Purpose of Classification:
Coordinates or assists the operations and activities of a payroll staff and controls preparation and disbursement of payroll for the centralized university payroll function. Under the guidance of the Mgr, Payroll may oversee the maintenance of related tax and other payroll records. Ensures accurate and timely payment of wages/salaries to university employees. Assist in preparation of payroll input to computerized payroll systems. Answers payroll-related questions from employees and supervisors. Trains, plans and oversees assignments of subordinates. Reviews progress and evaluates results. Recommends procedure changes. In the absence of the Mgr, Payroll, serve as a primary contact for Payroll business operations.
Standard Duties:
Coordinates or assists the centralized payroll function for the university. Devises and implements changes to work assignments, procedures or methods to meet operational needs, improve accuracy and efficiency of payroll system. Prepares and conducts training sessions for departmental payroll representatives to explain payroll policies and procedures, state and federal regulations and laws. Compiles, analyzes and resolves complex or difficult issues and problems presented by subordinates and university staff, faculty or students; determines cause and takes appropriate corrective action. Compiles financial, tax and payroll reports for both internal and external purposes. Interprets university, state and federal regulations to subordinates and other staff, faculty or students. Keeps informed of all recent changes in regulations affecting payroll; in conjunction with Mgr, Payroll, notifies affected staff of the changes and implications. Confers with supervisors or representatives from other departments in order to coordinate activities of individual departments in conjunction with payroll processing. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of payroll principles, practices, regulations and procedures. Knowledge of state and federal regulations in area of assignment. Knowledge of payroll recordkeeping and reporting procedures. Knowledge of accounting principles, practices and methods as they apply to fiscal statements. Knowledge of the application of data processing techniques to accounting systems. Knowledge of supervisory practices and principles.
Skill in preparing accurate and complete financial reports from payroll records. Skill in evaluating and analyzing technical payroll activities. Skill in preparing detailed reports. Skill in performing detailed computations.
Ability to effectively communicate.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Three (3) years of experience related to the standard duties as outlined.
