Purpose of Classification:
Manages the creation, acquisition, and linear scheduling of content for public media entity. Oversees the development, funding and production of local Content. Manages the distribution of Content across diverse and developing media platforms. Directly supervises staff involved in programming, broadcast operations and production.
Standard Duties:
Manages the creation, acquisition and formatting of content. Directs planning and implementation of linear program schedules and the traffic system that translates those schedules for on-air programming.Oversees the development and production of local content; works directly with media staff to secure local production funding. Directs broadcast operations and content distribution on new and emerging media platforms. Manages all issues pertaining to content rights. Responsible for digital asset management (Content Archives). Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff. Develops annual operating budgets and provides fiscal direction to the unit. Ensures all units are in constant communication with the constituencies they serve in order to provide superior service, and ensure effective communication between units. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of the characteristics, systems, techniques, and requirements of content creation, acquisition and scheduling. Knowledge of linear broadcast schedules. Knowledge of content production schedules. Knowledge of the latest innovations in the distribution and dissemination of content including emerging media technology, industry trends, and consumer issues. Knowledge of media rights issues and pertinent regulations. Knowledge of FCC and other federal, state and local broadcasting regulations. Knowledge of budgeting, cost estimating, and fiscal management principles and procedures. Knowledge of faculty and/or staff hiring procedures.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to assess content production techniques, content bundling, and the opportunity for creation of value-added content. Ability to utilize advertising and/or sales promotion techniques to maximize the distribution of content. Ability to develop, plan, and implement short- and long-range goals. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to foster a cooperative work environment.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
