Purpose of Classification:
Manages all operational and administrative aspects of the landscaping and grounds maintenance activities for the NMSU Main Campus. Participates in the development of policies, procedures, goals, and standards for campus-wide landscaping and grounds maintenance. Manages and oversees an integrated pest management program for the campus. Supervises staff and contractors, and administers and approves work budgets and expenditures.
Standard Duties:
Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Oversees turf and irrigation management in compliance with local water regulations and conservation standards; develops and implements efficient water usage methods. Oversees and coordinates the tree care/arboriculture program, including all pruning, deadwooding, plant diagnosis, tree removal and replacement, tree repair, and tree hazard evaluation. Supervises exterior flower bed operations, to include design, maintenance, greenhouse, and nursery operations; monitors and inspects propagation progress and makes recommendations. Supervises and coordinates equipment operations including: recommending replacements and repair for small engine equipment and maintaining inventory and records. Coordinates trash removal and landscape debris recycling operations. Directs,oversees and coordinates all activities associated with an integrated pest management program for the university's landscape and buildings; ensures compliance with all relevant federal, state, and local laws and guidelines. Oversees the safe and proper storage and disposal of pesticides, fertilizers, and other chemicals and containers, and maintains inventories of chemicals. Participates in the development of landscaping and grounds maintenance plans; evaluates specifications, and makes modifications as appropriate; supervises landscaping construction and turf installation and maintenance projects. Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit. Develops annual operating budgets and provides fiscal direction to the unit. Performs miscellaneous job-related duties as assigned..
Knowledge, Skills and Abilities:
Knowledge of greenhouse operations, plant propagation, and disease control methods and techniques. Knowledge of pest management principles, techniques, agents, and equipment. Knowledge of all aspects of plant health care. Knowledge of budgeting, cost estimating, and fiscal management principles and procedures. Knowledge of chemical, hazardous waste, industrial hygiene, and/or environmental health standards. Knowledge of landscaping and groundskeeping equipment operation and maintenance requirements. Knowledge of waste removal and recycling procedures, regulations, and standard. Knowledge of federal, state, and local regulations, guidelines, and standards pertaining to pest management. Knowledge and understanding of landscaping construction and repair techniques. Knowledge of faculty and/or staff hiring procedures. Knowledge of grounds maintenance and turf equipment operations. Knowledge of turf management, irrigation, refuse removal and equipment maintenance. Knowledge of project management principles, practices, techniques, and tools. Knowledge of local water usage and conservation regulations and standards. Knowledge of water conservation principles, methods, and techniques. Knowledge of horticultural practices, plant taxonomy, and insect/disease control. Knowledge of growth habits, care, and pruning methods for flowers, trees, and shrubs. Knowledge and understanding of landscaping principles and methods.
Skill in the use of personal computers and related software applications. Records maintenance skills. Skill in organizing resources and establishing priorities. Employee development and performance management skills. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to communicate effectively, both orally and in writing. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to foster a cooperative work environment.
Minimum Qualifications:
   Education- High School diploma or GED certificate.
   Experience- Seven (7) years of experience related to the standard duties as outlined.
   Equivalency- Completion of a post-secondary degree or certificate may substitute for years of experience.
   Certifications/License- Possession of a valid New Mexico driver's license is a requirement for this job.
