Purpose of Classification:
Manages employees who design, debug, document and install operating systems; monitors other systems software. Ensures the maintenance and appropriate modification of existing operating systems to maximum efficiency. Coordinates technical support in the effective use of software to applications programmers.
Standard Duties:
Coordinates new system development and improvements to existing systems with computer information services; serves on committees for on-going analysis of system improvement. Reviews, evaluates, and makes recommendations on proposals for hardware or software acquisition as required. Recommends, participates in the development of, writes, and implements policies and procedures. Participates as a member of management team in planning, problem resolution, and reviewing department performance. Ensures adherence to established University and departmental policies and procedures, objectives, quality assurance programs, and safety standards. Assists in recommending and establishing organizational policies and procedures. Performs problem resolution and provides on-call support for computer/network systems. Implements appropriate educational and training programs to ensure high quality professional staff performance. Serves as lead analyst in a design subgroup when appropriate, directing and integrating the work of one or two lower level analysts, each responsible for several programs. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of current technological developments/trends in area of expertise. Knowledge of customer service standards and procedures. Knowledge of a broad range of relevant multi-user computer systems, applications, and/or equipment. Knowledge of organizational structure, workflow, and operating procedures.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to monitor and/or maintain quality control standards. Ability to provide technical guidance and leadership to professional personnel in area of expertise. Ability to resolve customer complaints and concerns. Ability to coordinate and integrate information technology systems development, enhancement and modifications from an overall information services perspective.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of experience directly related to the standard duties as outlined.
