Purpose of Classification:
Provides overall administration of a significantly large/major externally funded organization. Prepare strategic directions, policies, fiscal oversight, and personnel management oversight.
Standard Duties:
Directs and manages the process of developing, refining, and monitoring and reporting on the implementation of the organizational initiatives. Develops and implements a consistent, effective plan to increase University visibility in the community, in order to further the mission and goals of the University and position the institution as a major force in the laboratory/research community and development activities. Advises the senior leadership on best ways to position the institution with laboratory/research leadership on issues that have a direct, strategic impact on the University. Identifies emerging issues in the local, State, and Federal laboratory arenas that have potential impact on the University's mission, goals, and/or operations, and recommends strategies for advocating the University position on these issues. Prepares and/or contributes to the preparation of reports, briefings, presentations, and responses on strategic planning issues. Performs miscellaneous job-related duties as assigned.

Knowledge of current and emerging trends in technologies, techniques, issues, and approaches in area of expertise.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Advanced interpersonal skills and the ability to effectively work with a wide range of individuals and constituencies in a diverse community. Demonstrated leadership, organizational, and management skills. Strong analytical and critical thinking skills and the ability to analyze, summarize, and effectively present data. Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
Demonstrated ability to grow and develop new mission or technology areas within an organization. Ability to lead, guide, coordinate, and facilitate strategic planning processes.
Minimum Qualifications:
   Education- Doctorate degree in related field.
   Experience- Ten (10) years of increasingly progressive management experience in one or more areas that report to this position.
