Purpose of Classification:
Provides overview, coordination, and assistance in the development, implementation, and management of the University budget, applying fundamental budgetary concepts, practices, and procedures. Participates in the University's financial planning and debt financing.
Standard Duties:
Prepares formal budget documents, revenue and expense projections, final reports, and other specialized financial reports and analyses for officers of the institution and outside funding agencies. Analyzes proposed and final funding legislation; analyzes all components of the instruction and general formula calculations for the university in coordination with the state funding units. Participates in financial planning committees of the institution and participates in recommendations to upgrade the financial reporting and budgeting systems. Assists with university long-term debt financing issues; develops cash flow analysis for debt funding considerations ensures that payments for outstanding bonds are made on a timely basis. Reviews, approves, and formalizes for final approval, budget revision requests to the Regents and the state of New Mexico, and coordinates the audited financial statement of the institution with the formal Higher Education Department budget documents.
Knowledge, Skills and Abilities:
Knowledge of legislative budget process. Knowledge of computerized information systems used in financial and/or accounting applications. Knowledge of finance, accounting, budgeting, and cost control procedures. Fund accounting and budget experience in higher education. Knowledge of state higher education four-year funding formula and HED policies and procedures. Knowledge of short- and long-term debt financing of capital projects.
Skill in budget preparation and fiscal management.
Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections. Ability to analyze funding legislation and components of I and G formula calculations. Ability to analyze budgetary expenditures for compliance with approved budget. Ability to serve on committees which develop accounting policies and procedures. Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections. Ability to assist with developing mainframe computing systems for accounting and budgeting.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
