Purpose of Classification:
Responsible for the daily operation of institution's budgetary accounting system.
Standard Duties:
Oversees the approval and processing of revenue, expenditure, and position control documents, mass salary updates, ledger and account maintenance and data entry, ensuring compliance with university, state, and federal policies and regulations, while maintaining appropriate internal control safeguards. Prepares financial statements at the institutional level; prepares fiscal and budget reports for internal management and external agencies; develops projections and analysis with recommendations and conclusions for management. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Coordinates and analyzes fiscal and budget systems for controls, policies, and procedures; expedites audits; reviews changing state and federal laws, procedures and accounting practices, and makes recommendations for or implements changes in accordance with institutional policy. Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees. Ensures records systems are maintained in accordance with generally accepted auditing standards. Advises units on improvement of current fiscal procedures, implementation of new fiscal policies, and training of accounting and administrative personnel. Develops annual operating budgets and provides fiscal direction to the unit. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of budgeting, cost estimating, and fiscal management principles and procedures. Knowledge of business practices and procedures. Knowledge of computerized information systems used in financial and/or accounting applications. Knowledge of faculty and/or staff hiring procedures. Knowledge of federal and state financial regulations, and university financial policies and procedures. Knowledge of finance, accounting, budgeting, and cost control procedures. Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections. Knowledge of university and/or public auditing policies, standards, and procedures.
Employee development and performance management skills. Records maintenance skills. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to develop financial plans and manage resources. Ability to develop, plan, and implement short- and long-range goals. Ability to foster a cooperative work environment. Ability to gather data, compile information, and prepare reports. Ability to prepare financial reports. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of increasingly progressive management experience in one or more areas that report to this position.
