Purpose of Classification:
Directs and coordinates professional development and training for faculty and staff. Provides effective development, coordination and presentation, assessment and record-keeping of development and training programs for employees in the NMSU system. Assesses university-wide developmental needs to drive training initiatives; identifies and arranges suitable training solutions for employees. Actively searches, creatively designs, develops, and implements effective methods to educate, enhance performance and recognize performance that support the university’s strategic plan, mission and goals.  Leads in the development and implementation of processes and programs designed to maximize employee productivity, performance, and engagement.The incumbent reports to the Assistant Vice President, Human Resource Services andwill be a strategic partner with the NMSU Education & Training Consortium (ETC).  The ETC assists in the establishment of the long and short-term goals for the structuring the development, training and policy to meet an array of NMSU needs. The incumbent is responsible for leading and managing development and training strategies and activities, serving as the principal advisor, consultant, and authority on training and development matters within NMSU. He/she will also provide overall recommendations to the ETC on training policy and assure execution of established policy. CLPD programs focus on NMSU employee technical, foundational career skills, and leadership development.  The incumbent partners with the ETC to ensure that training and career development programs are effective and align NMSU goals. 
Standard Duties:
Directs independent studies and analyses to anticipate and identify new or changing training approaches in a dynamic organizational environment. Directs the design, development and implementation of programs focused on new training delivery technologies and methodologies.  Identifies and defines present and future training needs. Plans, develops, delivers, and coordinates the delivery of individual and/or group training and professional programs, encompassing a wide range of technical, operational, management, career and/or soft skills areas based on assessed organizational need.Strengthens organizational effectiveness through close partnership with key stakeholders throughout the university system. Consults with department heads, deans, directors, and supervisors as requested to design and deliver comprehensive learning services such as leadership, civility, inclusive environment, communication, etc.Oversees the planning and facilitation of employee orientation and programs that build employee morale, motivation, and loyalty. Stays current on progressive and cutting-edge learning programs and formats, effective development and training resources, certifications, flexible and varied learning packages, and evaluation of learning/training activity. Serves on various university and community committees, commissions, and boards to support a healthy learning environment. Develops webinars and other synchronous/asynchronous learning events. Develops and oversees the development of training curricula. Evaluates and recommends relevant vendor programs/software as appropriate to meet overall training goals and objectives.  Develops, provides justification for, and execution of, the university’s training budget.  Prepares cost/benefit analyses and recommends the most effective training program(s). Coordinates, facilitates, and/or conducts specified development activities, such as planning retreats, team building programs, train-the-trainer, organization analyses, or restructuring exercises.  Evaluates effectiveness of training and development programs and utilizes relevant evaluation data to revise or recommend improvements. Ensures an effective structure is in place for assessment, maintenance and presentation of professional development and training metrics. Establishes and manages a team of departmental training liaisons and/or subject matter experts (SME) across the university system. Coordinates work flow and administrative activities necessary to deliver, measure and document unit programs and activities. Maintains both in-person and virtual presence university-wide including various campus locations. Serves as the expert on training and development, outlooks, trends, and the use of learning technology. Occasional travel may be required when funds are available. Performs miscellaneous job-related duties as assigned.  
Knowledge, Skills and Abilities:
Knowledge and understanding of adult learning principles, and of a wide range of training methods, techniques, and formats. Knowledge of curriculum development and preparation procedures. Knowledge of customer service standards and procedures. Knowledge of organizational development principles and processes, methods, and techniques.
Advanced verbal and written communication skills. Skills in organizing resources and establishing priorities. Skills in facilitating and leading strategic planning and organizational development interventions. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Ability to design, develop, implement, and evaluate training plans, curricula, and methodology. Ability to determine training objectives. Ability to interpret and assess training and development needs and to develop appropriate and creative responses. Ability to make administrative/procedural decisions and judgments. Ability to provide technical leadership to external and internal constituencies. Ability to provide technical leadership to professional staff and/or students in area of expertise. Ability to manage and mentor staff while directing multiple university-wide projects.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
