Purpose of Classification:
The following duties are performed for all NMSU campuses: Applies advanced budgetary and accounting principles to oversee, verify, and coordinate submission to the State of New Mexico official budget documents, to include the Annual Operating Budget, Report of Actuals, and adjustment requests. Develops and oversees the implementation of the plant fund or capital budget plan, and calculates funding formula computations. Oversees the Main Campus budgeting process, with emphasis on the I and G budget.
Standard Duties:
Applies advanced budgetary and accounting concepts, practices, and procedures in the performance of all functions. The following duties relate to the preparation and submission of the University's budget to the State: develops and analyzes the Regents' Budget Document(here?); ; summarizes the projected operating and plant fund/capital outlay revenues and expenses for Main Campus and Branches; verifies data accuracy and analyzes budget documents submitted for funding formula calculations including Budget Adjustment Requests, and Reports of Actuals; Ensures conformance to State Higher Education Department (HED) standards and the University's master budget. Recommends adjustments for reporting to Regents; prepares variance explanations and analyses for the monthly Regents Report. Develops the University's detailed plant fund/capital outlay budget, to include projection of revenues, expenses, and transfers for capital outlay projects, plant renewal, and replacement, and debt service. Coordinates entry of financial data into the University's finance system and summarizes budgets into HED-mandated format. Monitors the University's budget system to ensure that revenues, expenses, and transfers balance both internally and to the Official State Budget Document. Oversees the design, documentation, and implementation of various integrated systems and applications for periodic and ad hoc financial reporting, utilizing financial information from NMSU databases. Prepares specialized financial reports and analyses for the institution's officers and outside funding agencies. Analyzes all components of the University's instruction and general (I and G) formula calculations, in conjunction with State funding units; Schedules allocation and tracks disposition of I and G funds and carry forward balances; Participates on University financial planning committees; Advises faculty and staff in understanding financial information and in developing budget and cost control strategies. Reviews University financial and enrollment trend data, and develops models for projecting tuition and other revenue. Supervises budget analysts and support staff. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Advanced knowledge of public sector financial, accounting, and budgeting principles and procedures. Knowledge of computerized information systems used in financial and/or accounting applications. Knowledge of HED financial reporting standards and of State of New Mexico financial reporting laws, regulations, and procedures. Knowledge of higher education fund accounting principles and procedures.
Advanced financial analysis and mathematical skills. Organizing and coordinating skills.
Ability to communicate effectively, both orally and in writing. Ability to execute and integrate complex financial analyses and prepare comprehensive capital/operating budget summaries and projections. Ability to design and develop complex financial models.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
