Purpose of Classification:
Manages daily processing methods and related activities of a university-wide non-payroll disbursements function. Ensures timely processing of disbursement transactions including compliance with university policies and procedures. Serves as a central contract point for departmental processing accounts payable and travel transactions.
Standard Duties:
Oversees the day-to-day processing of non-payroll disbursements to individuals, partnerships, corporations, and other entities. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Ensures timely and accurate processing of purchasing/payment documents such as purchase orders, travel reimbursements, stipends, ensuring compliance with university, state, and federal policies and regulations. Oversees the maintenance of departmental records and the generation and balancing of transaction reports. Serves on committees which recommend, coordinate, and implement changes and/or improvements in fiscal controls, policies, procedures, and/or financial and human resource management systems. Coordinates tax reporting for payments to individuals and partnerships. Interacts with vendors, purchasing, and departments for information, training, and problem resolution. Interacts with internal and external auditors and participates in occasional auditing projects or provides information and access to accounting records as required. Develops annual operating budgets and provides fiscal direction to the unit. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Develops and/or conducts training programs in field of expertise. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of accounts payable principles, procedures, and standards. Knowledge of financial recordkeeping procedures, laws, regulations, and standards. Employee development and performance management skills. Knowledge of university and/or public auditing policies, standards, and procedures. Knowledge of budgeting, cost estimating, and fiscal management principles and procedures. Knowledge of tax reporting procedures, regulations, and standards. Knowledge of federal and state tax laws pertaining to non-payroll disbursements to individuals, partnerships, corporations and/or other entities. Knowledge of computer and/or network security systems, applications, procedures, and techniques. Knowledge of faculty and/or staff hiring procedures.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Records maintenance skills. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to communicate effectively, both orally and in writing. Ability to install, configure, and maintain personal computers, networks, and/or related hardware and software. Ability to process computer data and to format and generate reports. Ability to verify data input and correct errors. Ability to develop, plan, and implement short- and long-range goals. Ability to make administrative and procedural decisions. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to foster a cooperative work environment. Ability to work effectively with diverse populations. Ability to develop and present educational programs and/or workshops.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
