Purpose of Classification:
Under limited direction, recommends, implements, and controls accounting policies and procedures, and coordinates and operates accounting, taxation, data control, accounts payable, and contract and grant functions of the university or major division thereof. Prepares consolidated financial statements and reports. Exercises broad supervision of unrestricted and restricted fiscal activity to ensure sufficient fiscal controls to safeguard institutional funds while allowing the institution to accomplish its programmatic missions.
Standard Duties:
Oversees the overall operations of unit(s) reporting to this position. Responsible for the coordination,accuracy,and integrity of all financial reporting: statements, annual reports, audit activities and others. Provides direction and assistance to university organizations regarding accounting and budgeting policies and procedures, implementation of new practices and procedures, and efficient control and utilization of financial resources. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses. Maintains current knowledge of and implements changes based on university policies and procedures, federal policies and directives, and current accounting practices which directly or indirectly impact the university. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; Oversees the supervision of personnel which includes: work allocation, training, promotion and enforcementof internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects required improvement changes. Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees. Oversees, approves, and implements computer software, hardware, and networks, and provides leadership in the management, design, and development of automated financial management systems which support the research, fiscal, and operational functions of the institution. Plans, develops, and implements strategies for generating resources and/or revenues for the organization. May serve as the university's audit coordinator. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of computerized information systems used in financial and/or accounting applications. Knowledge of current changes and/or developments in federal, state, local accounting laws, and university policies and procedures. Knowledge of faculty and/or staff hiring procedures. Knowledge of federal and state financial regulations, and university financial policies and procedures. Knowledge of financial/business analysis techniques. Knowledge of fiscal controls related to the safeguarding of institutional funds. Knowledge of organizational structure, workflow, and operating procedures. Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
Organizing and coordinating skills. Employee development and performance management skills. Skill in budget preparation and fiscal management. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections. Ability to develop financial plans and manage resources. Ability to foster a cooperative work environment. Ability to identify and secure alternative funding/revenue sources. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
