Purpose of Classification:
Represents and/or defends the University in contested administrative and court proceedings. Provides legal consultation services to management in order to develop legal strategies and solutions. Reviews and drafts policies, procedures and internal regulatory documents for legal compliance and administrative efficiency. Assists management policy implementation and training within the university community. Provides written legal opinions as requested by the General Counsel and/or other executive management.
Standard Duties:
Represents and/or defends NMSU in contested administrative and court proceedings. Provides legal consultation services to management in order to develop business and legal strategies and solutions. Reviews and/or drafts for legal compliance and administrative efficiency proposed new or revised policies, procedures and other internal regulatory documents. Assists management with the training of members of the university community and with other policy/procedure implementation related issues. Provides verbal and written legal opinions as requested by the General Counsel and/or other executive management. Assists General Counsel in providing guidance to assigned Risk Management legal counsel in pending litigation involving the university is a named party.Oversees the supervision of employees to include:work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution;evaluates performance and makes recommendations for personnel actions;motivates employees to achieve peak productivity and performance. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of contract documents and specifications. Knowledge of current and developing legal issues and trends in area of expertise. Knowledge of the principles and procedures of legal research. Knowledge of process requirements of administrative hearings and litigation. Knowledge of legal documentation procedures and requirements.
Organizing and coordinating skills. Negotiating skills.
Ability to develop and deliver presentations. Ability to communicate effectively, both orally and in writing. Ability to create, compose and edit legal opinions and other written materials. Ability to investigate and analyze information and draw conclusions. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to represent University officials in litigation or administrative proceedings. Ability to draft legal documents, such as pleadings, legal responses, affidavits, position statements and briefs. Ability to develop and implement legal strategies and solutions.
Minimum Qualifications:
   Education- Doctorate degree in related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
   Equivalency- None
   Certifications/License- Possession of a Public Employee Limited License issued by the NM Supreme Court.
