Purpose of Classification:
Serves as primary project development and grants officer. Establishes and maintains strategic visibility and positioning with existing and potential external funding agencies. Leads and guides the development, implementation, evaluation, and refinement of proposed projects, and identifies and targets large, complex programs for development and incubation. Provides expert leadership to the University in the areas of project planning and development, and strategic grants management.
Standard Duties:
Provides active leadership in the identification, solicitation, and cultivation of major funding agencies, to include State and Federal agencies, national laboratories, corporations, and foundations. Plans and conducts various integrated programs and activities designed to increase the visibility of the University and targeted components to both internal and external funding constituencies. Provides leadership with respect to research development communication and the integration of individual unit research development strategies and activities into the overall University mission. Enlists and coordinates appropriate senior management into the University's targeted research development effort; educates and supports management with respect to their project leadership roles. Reviews potential research projects and initiatives, and develops appropriate funding strategies. Develops and prepares complex documents, to include grant applications, planning grants, technical reports, project and status reports, and budget forecasts; writes and edits proposals and communication materials. Oversees the establishment and maintenance of database files and records including those used to support project management efforts and proposal planning. Performs and/or participates in short- and long-range planning to establish and implement research development goals and objectives. Develops budgets and business plans for large, complex proposals and project efforts. Supervises and coordinates the work of staff employees and volunteers in day-to-day functional activities, as appropriate. Establishes and maintains effective working relationships with principal investigators and other unit-based project teams, as identified. May represent the organization at government, business, and community meetings. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of the goals, objectives, structure and operations of a major public university. Knowledge of organizational structure, workflow, and operating procedures. Knowledge of financial/business analysis techniques. Knowledge of faculty and/or staff hiring procedures.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in budget preparation and fiscal management. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Strategic planning skills. Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of professional experience directly related to the standard duties as outlined.
