Purpose of Classification:
Reports to centralized Administrative and Finance division, providing complex university level consultation and advisement. Position serves as a key senior member of the Procurement Services team, responsible for the strategic sourcing activities of the university. Functions include identifying, planning, executing, and managing strategic sourcing initiatives to obtain goods and services required by the University to carry out its mission and to do so in a timely, efficient manner that secures the best value at the lowest cost in compliance with statutory and other procurement requirements of the University. The position executes and manages contracts and provides on-going oversight of key supplier and customer relationships.
Standard Duties:
Develops strategic sourcing methodology to fulfill university’s overall procurement strategy and vision. Implements and maintains a detailed framework to conduct strategic sourcing activities. Communicates, educates, and obtains support for strategic sourcing methodology and process from key stakeholders throughout the university system. Interprets and implements existing policies and practices and advises others regarding the same. Establishes communication mechanisms to provide quality customer service and to keep key stakeholder groups informed and engaged in strategic sourcing activity in order to identify opportunities, meet customer needs, and help ensure adoption of the outcome of sourcing efforts. Oversees the development and maintenance of a contract management process for ensuring that required terms and conditions are included in all University contracts, that requested or desired exceptions are timely resolved, and that contract termination dates are tracked and managed. Establishes roles and responsibilities for managing key supplier relationships including monitoring and measuring performance relative to contract terms and conditions

Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
   Equivalency- None
   Certifications/License- Prefer New Mexico Chief Procurement Officer certification; will be required to obtain within one year of hire.
