Purpose of Classification:
Assists researchers and staff with all export control regulations, including the International Traffic In Arms Regulations, Export Administration Regulations, Foreign Assets Control Regulations and where applicable, foreign export control laws. Requires in-depth knowledge of the laws and regulations that apply to Export Control and the controlled lists. Communicates effectively, regarding export regulations, with researchers, VP Research, administrators, Department of Commerce and other universities.
Standard Duties:
Responds to questions about the application of export control regulations to specific technology and provide guidance and assistance to faculty and staff in meeting regulations. Maintains the University's compliance with U.S. Export laws and regulations and University export control policy. Maintains, as necessary, the University's Federal Export Registration Statement. Writes and maintains the University Technology Control Plan. Develops and delivers training to faculty and staff, including website to educate others. Serves as the point of contact and resource for University researchers and sponsors, responding to requests for information. Develops and acquires Export Control licenses when requested by researchers, as well as technical assistance agreements, and other export control-related documents. Reads and interprets complex legal language regarding export control issues. . Performs senior contract administrator duties including: preparation and submission of proposals, review of grants and contracts to ensure compliance with federal and state regulations,and negotiations with various agencies. Provides guidance and supervision to other contract administrators.Oversees the supervision of other contract administrators which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution: evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
University and department policies and procedures; principles and practices of organization and administration; principles of supervision, training, and performance evaluation. Knowledge and experience in the interpretation of various export control and trade sanctions regulations, including the appropriate application of the Fundamental Research exclusion and exemptions and exceptions available for university activities within those regulations.
Short- and long-term planning; problem analysis and resolution; report preparation and presentation; interpersonal and organizational communication, both oral and written.
Direct, evaluate, train, and supervise the work of assigned personnel; develop and maintain effective working relationships; maintain accurate and orderly records; use independent judgment and initiative; organize and direct activities; analyze and evaluate information. Ability to analyze complex contract language. Ability to work independently and make recommendations as well as prepare complex and detailed documents, agreements and correspondence.
Minimum Qualifications:
   Education- Master's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
