Purpose of Classification:
Directs pre-award administrative activities associated with externally funded grants and contracts, including, institutional review and sign-off of proposals. Oversees grant and contract negotiations; and assists in developing research administration procedures and policy.
Standard Duties:
Responsible for advising the institution on matters relating to laws, rules, regulations and policies pertaining to pre-award fiscal management of contracts and grants; for insuring that the business interest of the institution are protected; for monitoring compliance with all provisions of contracts, grants and agreements and for maintaining auditable records of charges to contracts and grants. Develops and prepares complex documents, to include grant applications, planning grants, technical reports, project and status reports, and budget forecasts; edits proposals and communication materials. Oversees the establishment and maintenance of database files and records including those used to support project management efforts and planning. Responsible for the leadership and management of professional, administrative and support staff within the unit. Supervises and coordinates the work of staff employees and volunteers in day-to-day functional activities, as appropriate. Establishes and maintains effective working relationships with principal investigators and other unit-based project teams, as identified. May represent the organization at government, business, and community meetings. Performs miscellaneous job-related duties as assigned
Knowledge, Skills and Abilities:
Knowledge of organizational structure, workflow, and operating procedures. Knowledge of financial/business analysis techniques. Knowledge of faculty and/or staff hiring procedures.

Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of professional experience directly related to the standard duties as outlined.
