Purpose of Classification:
The position oversees the Office of Compliance and is responsible for the implementation, maintenance and assessment of all essential research compliance and integrity activities and related issues within the university. Ensures that university policies and procedures are followed, and the behavior of all researchers meets the University's Standards of Conduct. The incumbent is authorized to implement all necessary actions to ensure achievement of the objectives of an effective compliance program.
Standard Duties:
Supervises the Office of Compliance and ensure its effectiveness. Oversees the supervision of personnel. Ensures policies and procedures for the general operation of the Institutional Review Board and its related activities are developed and maintained to prevent illegal, unethical, or improper research conduct. Implements procedures governing the disclosure, review and management of conflicts of interest in accordance with the university's relevant policies. Develops and maintains Standards of Conduct to ensure continuing currency and relevance in providing guidance to researchers, faculty, and principal investigators. Consults with General Counsel and with other departments to resolve difficult legal compliance issues. Responds to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations. Act as an independent review body to ensure appropriate investigation and resolution of research compliance issues; Identify trends by monitoring the status of research compliance activities. Identify potential areas of compliance vulnerability and risk, develop/implement corrective action plans to resolve and prevent problematic issues;Inform senior management of compliance concerns. Report violations or potential violations to duly authorized enforcement agencies as appropriate and/or required. Institute and maintain an effective research integrity program, including promoting (a) use of the Confidential Reporting Procedures; (b) heightened awareness of Responsible Conduct of Research, and (c) understanding of new and existing compliance issues and related policies and procedures. Participate in the development of training program for all students, faculty and staff. Serve on committees addressing planning, reporting, and assessment of responsible conduct of research in accordance with university's goals. Collaborate with departments and/or administrators to ensure compliance with all applicable regulations and policies and to provide user-friendly support for all researchers. May represent the VP for Research at meetings related to research compliance and integrity,such as with PIs, sponsors,and regulatory agencies. Work collaboratively with the Vice President for Research on appropriate issues and/or concerns regarding research administration. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge and experience in university-based research, Knowledge of federal, state, and university policies and regulations pertinent to university-based research. Knowledge of federal and state appropriations. Deep understanding of how the federal and state funding agencies work. Experience in a leadership role at an academic or research industrial enterprise, school, or at a federal agency.
Skills in program planning, budget development, supporting scholarly and creative activities, academic organization, and administration.
Ability to communicate effectively with academic personnel, committees, government and members of the research community at large. Ability to work, independently and as part of a team, with a diverse population within a university setting on all aspects of research integrity. Ability to exercise leadership in identifying, prioritizing, and implementing projects.
Minimum Qualifications:
   Education- PhD in related field.
   Experience- Ten (10) years increasingly progressive management experience in one or more areas overseen by this position in higher education.
