Purpose of Classification:
Provides leadership, project management and development in the context of academic (faculty) personnel to include development of new business practices, procedures and policies; process improvement and automation; and professional development for academic administrators – all in support of faculty administrators such as deans, directors and department heads. The academic personnel work includes providing academic units with support and guidance for the recruitment, hiring, contracting, compensation, performance review, promotion, internal investigation and discipline, per current policies and operational standards, in concert with HRS personnel and policies. Reviews academic agreements and contracts and oversees compliance requirements and policy administration and implementation for which Academic Affairs is responsible. Provides leadership for special projects including some in conjunction with the President and Chancellor’s Offices. Supervises administrative support staff in the Provost’s Office. Reports directly to the Provost and Senior Vice President for Academic Affairs, and works closely and collaborates with the leadership in the Division of Academic Affairs: Human Resource Services (HRS), Employee and Labor Relations (ELR), Office of the General Counsel (OGC), Office of Institutional Equity (OIE), Vice President of Equity, Inclusion and Diversity (VPEID), the Office of Institutional Analytics (OIA), and the senior academic leadership including academic deans and department heads across the NMSU System.
Standard Duties:
Develops and implements faculty human resource guidelines for the Academic Units to ensure academic personnel transactions are compliant with federal and state laws and regulations, and that the University is actively working to achieve affirmative action goals. Participates in development and enforcement of faculty employment data collection and reporting standards, collection and reporting activity for the Human Resources and Academic Affairs Divisions as needed, for compliance and/or analytical purposes in collaboration with the offices of HRS, OIE, VPEID, OGC, OIA, and supports Human Resources and Academic Affairs Divisions in process improvements and automation to enhance transparency and accuracy of faculty employment information. Participates in the development and management of regular faculty compensation market and equity reviews, and implementation of promotion, merit and retention compensation adjustments. Ensures that all faculty within the Academic Affairs Division timely receive appointments letters, and notices of renewal or non-renewal, as appropriate. Oversees, and approves the aspects of faculty recruitment, hiring, contracting, employment conditions, and compensation of all regular and contingent faculty, post-docs, and other types of instructors in the university's academic/research components which are assigned to the Office of the Provost and Vice President for Academic Affairs Division. Coordinates and participates with training activities, advises and monitors department and college administrator initiative of academic personnel transactions. Reviews all academic affiliation agreements and/or contracts for the Academic Affairs Division. Oversees compliance requirements and policy administration and implementation for which Academic Affairs is responsible. Provides leadership for special projects, including those in collaboration with the President and Chancellor’s Offices. Directs and oversees the establishment, administration, and renewal of faculty offer letters and employment contracts for all faculty within the Academic Affairs Division. Participates directly in the planning and development of faculty administrative policies governing academic personnel, as well as the development of other institutional guidelines, and operating standards, procedures, and systems to ensure compliance with all relevant University, Federal, and State requirements. Oversees the establishment of new or modified faculty compensation programs and related reporting and data management processes; coordinates and participates in the development and/or re-engineering of electronic data systems to support the management of compensation and employment records for faculty and post-docs. Provides guidance and training to University academic leadership, to include Deans, Directors, Department Heads, and administrators in the areas of institutional faculty affairs policies, regulatory guidelines, and best practices. Establishes and implements short- and long-range goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness and effects changes required for improvement. Serves as primary point of contact for Provost’s Office for internal NMSU offices, and external organizations and constituencies, with respect to issues related to faculty employment and administrative policies and practices. Serves on various University planning and policy making committees; may serve on search committees for senior level administrative leadership positions. Supervises administrative support staff in the Academic Affairs Division. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
University policies and procedures; State and Federal Laws as they relate to education, research, funding, personnel management among others; principles and practices of organization and administration; principles of supervision, training, and performance evaluation. Knowledge of faculty employment related activities and procedures including contracting, regular and research faculty; part-time instruction; pay policies; and governance. Knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions.
Strategic and tactical planning; complex problem analysis and resolution; public contact and relations; sensitive oral and written communication. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in the use of personal computers, enterprise information systems, and related software applications. Records maintenance skills. Database management skills. Skill in developing policy and procedure documentation.
Ability to direct, evaluate, guide and lead the work of assigned personnel; develop and maintain effective working relationships; negotiate with others on proposals and programs as they relate to the academic success of the institution; use independent judgment and initiative; organize and direct activities; analyze and evaluate information. Ability to develop, plan, and implement short- and long-range goals.
Minimum Qualifications:
   Education- Master’s degree in a related field.
   Experience- Five (5) years of professional experience related to the standard duties as outlined.
