Purpose of Classification:
Oversees larger and more highly complex projects. Assembles project teams, assigns individual responsibilities, develops project schedules and is responsible for determining and acquiring resources needed. Must be familiar with the entire scope and requirements of projects(s) and serves as liaison between team members and functional area management requesting project.
Standard Duties:
Identifies and participates in the evaluation of strategic opportunities pertinent to the objectives of the overall activity. Interacts with senior management and administrators within the university and, as appropriate, within industry and government, to represent and promote the development of strategic programs. Oversees and coordinates the development of strategic programs on a project management basis, to include development of budgets and projections, identification of funding sources, and development and preparation of funding proposals. Coordinates the administration of multiple strategic programs, and serves as a principle point of liaison between program principals, administrators, and funding sources. Manages and coordinates the implementation and administration of integrated program development strategies, policies, and procedures for the activity. Develops and/or advises on strategies designed to raise the general level of consciousness within the community and among potential funding sources of the University's capacities and offerings as they relate to the specified enterprise. Participates in the development of research strategies, and acts as a point of consulting expertise to faculty in the effective development of funding proposals and promotion initiatives. Facilitates interdisciplinary collaborative efforts among faculty and/or senior staff and the development of extramural support.May supervise and/or lead staff and/or student employees, as assigned. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of current and emerging internal and external issues impacting on the operational environment of the enterprise. Knowledge and understanding of the principles, processes, and requirements for strategic planning and development within a public institution. Knowledge of project management principles, practices, techniques, and tools. Knowledge of university and/or public institution budgeting and funding procedures, standards, and documentation requirements. Knowledge of institutional administration and fiscal control principles and procedures, as applied to a public university.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Conflict resolution and/or mediation skills. Advanced verbal and written communication skills.
Ability to identify and secure alternative funding/revenue sources. Ability to identify, evaluate, and accurately assess the viability of strategic opportunities available to the enterprise.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
