Purpose of Classification:
Manage all the functions of Transportation Services, which incorporates the oversight of all University vehicles, the Motor pool, rental and lease fleets, fuel stations, and the Parking Department, operating each to provide safe, cost effective transportation and equipment. Responsible for developing new programs and services to enhance parking and transportation, determining the direction of program growth and change, and formulating operational guidelines and procedures.
Standard Duties:
Supervise, direct, delegate, and evaluate work of assigned staff. Manage/oversight of the Parking Department. Manage the combined budgets of all Transportation services to include the Parking Department and provide accurate accounting of budgets, develop financial strategies for facilities, expansion and improvement of operations. Review and support all rates, including rental, lease, fuel, and parking, making recommendations or changes when applicable. Provide courteous and responsive customer service to customers. Develop, modify, and enforce policy/procedures and guidelines pertaining to all University vehicles. Prepare lease quotations and structure lease agreements, providing vehicles for campus as needed. Maintain fuel stations in a safe condition, meeting all applicable EPA and NMEDA rules and regulations, ensuring adequate established hours for operation for campus and emergency users. Ensure all vehicles under Transportation Services are properly maintained and repaired. Create a structure that will provide up to date information on maintenance/licensing and inventory assignments. Manage the surplus property and federal surplus screening efforts to ensure overall coordination and appropriate or needed equipment is being sought and brought into the University for use. Work with department heads and deans to establish their vehicle requirements, ensure maintenance procedures are followed, and establish rotation and utilization standards. Coordinate all Transit system services contracted with the City of Las Cruces in accordance with ASNMSU and the University's goals/plans for this service. Interact with the City of Las Cruces; OFS; office of Facilities, Planning, and Construction; and the University as it relates to Transportation Services planning for the University. Perform related duties as required.
Knowledge, Skills and Abilities:
University and department policies and procedures; principles and practices of organization and administration; principles of supervision, training, and performance evaluation; Fleet Management structures; policies procedures; motor vehicles and heavy equipment; what is needed to repair a unit and determine the appropriate vehicle for the job.
Short- and long-range planning; problem analysis and resolution; report preparation and presentation; public contact and relations; oral and written communication; management; computer applications that include spreadsheets, word processing, PowerPoint, and relational databases.
Direct, evaluate, train, and supervise the work of assigned personnel; develop and maintain effective working relationships; maintain accurate and orderly records; use independent judgment and initiative; organize and direct activities; analyze and evaluate information; financially prepare cost and breakeven analysis; to determine viability of lease and standard rate structures and viability of the general operations; distinguish when repairs are required; prepare and implement vehicle life cycle cost analysis and implement rotation cycles; establish a business plan.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
