Purpose of Classification:
Under general direction, supervises, administers, coordinates, plans, and implements the university parking system and patrol functions, fleet asset management function and campus storage unit function. Develops and coordinates parking plans with senior university officials and community representatives. Administers the university vehicle rental contract, bus service contract and fleet fuel credit card program.
Standard Duties:
Supervises personnel which typically includes recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution. Participates in planning, development, and management of parking and transit services, (including gathering and disseminating information about availability of parking, scheduling, and traffic control for university and community functions), fleet asset management and storage unit services. Assists in development of parking and transit, fleet asset management, storage unit, vehicle rental contract and fleet fuel credit card program, policies, procedures, standards, and directives, and in communicating these in written and verbal presentations. Prepares periodic scheduled and ad hoc parking, transit, fleet, vehicle rental and fleet fuel credit card system reports; gathers data and prepares recommendations regarding system improvements. Responds to inquiries and researches and resolves problems related to transactions handled by the unit; serves as liaison with other constituencies in the resolution of day-to-day administrative and operational issues. Oversees special events parking and traffic control, as appropriate. Participates in the development of operating goals and objectives for the unit; recommends, implements, and administers methods and procedures to enhance operations, as appropriate to the unit. Prepares and/or coordinates the preparation of payroll for department personnel. Assists in the annual budget planning process and regularly monitors expenditures. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies. Assists with the management of computer hardware and/or software, as appropriate. Performs and/or oversees snow removal as required. Performs miscellaneous job-related duties as
Knowledge, Skills and Abilities:
Knowledge of management methods, procedure development and techniques to manage parking operations, enforcement, asset maintenance and repair, transit contract operations, the university fleet and storage unit operations. Knowledge of vehicle rental contract and fleet fuel credit card program administration and training for the university. Knowledge of employee payroll procedures.
Skill in the use of personal computers and related parking, parking meter, fleet, vehicle rental and fleet fuel credit card software applications. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in budget preparation and fiscal management. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Employee development and performance management skills.
Ability to develop and deliver presentations. Ability to gather data, compile information, and prepare reports. Ability to communicate effectively, both orally and in writing. Minimum Qualifications:
   Education- High School diploma or GED certificate.
   Experience- Seven (7) years of experience related to the standard duties as outlined.
   Equivalency- Completion of a post-secondary degree or certificate may substitute for years of experience.
   Certifications/License- Possession of a valid New Mexico driver's license is a requirement for this job.
