Purpose of Classification:
Directs and oversees the functions of the medical laboratory. Directs activities of workers engaged in performing a range of specified laboratory tests for use in clinical assessments, diagnosis, and treatment of diseases and/or other specified medical conditions. Ensure that consultation is available to the laboratory’s clients on matters relations to the quality of test results reported and their interpretation concerning specific patient conditions.
Standard Duties:
Responsible for the overall operation and administration of the laboratory, including the employment of personnel who are competent to perform test procedures, and record and report test results promptly, accurate, and proficiently and for assuming compliance with the applicable regulations. Plans and coordinates the day-to-day activities of the laboratory, including budgeting, program management, staffing, training and supervision, and scheduling. Ensure that the environmental conditions for the laboratory are appropriate for the testing performed and are protected from physical, chemical and biological hazards. Ensures that an approved procedure manual is available to all personnel responsible for any aspect of the testing process. Develops quality standards and programs; monitors and maintains quality of laboratory operations and performance of laboratory staff in compliance with accreditation standards, safety and environmental regulations, and other applicable requirements. Ensures that the laboratory is enrolled in an HHS approved proficiency testing program. Develops and evaluates laboratory methodologies, protocols, and techniques in area of clinical specialty. Develops, implements, monitors, and utilizes appropriate systems for specimen collection, processing, testing, recording of results, and quality control. Performs and oversees the clinical testing; reviews all test results to ensure cost-contained, expeditious testing, and continuous quality control. Supervises personnel which includes recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution. Develops, implements, and evaluates quality assurance programs, provides corrective action and documentation, and prepares periodic quality assurance reports. Maintains and oversees maintenance of test equipment and instruments to ensure accuracy and efficient performance. Is the senior information/technical resource on testing methods and procedures and laboratory operations, safety, and training. Coordinates education and training programs. May provide on-call for emergency testing services. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of related accreditation and certification requirements. Knowledge of laboratory and experimental protocols and procedures. Knowledge of tissue culture procedures and techniques. Knowledge of sterile procedures.
Records maintenance skills. Skill in the use of personal computers and related software applications.
Ability to use independent judgement to perform complex, advanced clinical procedures and to effect appropriate modifications to existing procedures. Ability to monitor and/or maintain quality control standards. Ability to perform a range of clinical laboratory tests and chemical analyses on biological samples. Ability to analyze, verify and manipulate clinical and/or laboratory data. Ability to provide technical guidance, leadership, and instruction to students and lower level professional staff within area of expertise. Ability to independently assess clinical test results and recommend appropriate additional tests and procedures to medical staff. Ability to identify and evaluate clinical testing problems and to effect corrective procedures and modifications.
Minimum Qualifications:
   Education- Bachelor's degree in chemical, physical, or biological science or medical technology from an accredited institution.
   Experience- Five (5) years of experience related to the standard duties as outlined to include 2 years of laboratory training/experience in non-waived testing and 2 years supervisory experience in non-waived testing.

   Certifications/License- Certified Medical Technologist (ASCP) or Clinical Laboratory Supervisor (NCA)
