Purpose of Classification:
Oversees and performs daily operations related to parking maintenance, meter management, vehicle rental, fleet management and fuel systems.
Standard Duties:
Schedules and performs regular evaluation of all parking lots and meters to establish condition, identify needed repairs and severity of the need. Gathers parking lot, meter, rental vehicle and fueling systems maintenance information Supervises and performs meter revenue pick up, meter repairs, and on-call for after hour boot removals. Oversees and operates fleet fuel dispensing systems, underground fuel storage tank facility and fuel measurement systems in compliance with EPA, State of NM Environment Department regulations and departmental procedures. Coordinates, supervises and performs set up for events in collaboration with campus departments. Coordinates lot closures with contractors Prepares parking lot layouts in compliance with current regulations and maintains parking lot database and inventory. Conducts periodic surveys to obtain data and prepare parking, transportation and/or fueling systems reports. Oversees established fleet fueling system processes to ensure compliance with procedures. Assist with annual NMSU fleet Vehicle Assignment Category review. Coordinates vehicle safety recall notifications to various departments. Assists with periodic vehicle sales. Responsible for the oversight of rental vehicles, vehicle keys and fuel credit card operations, customer service and inventory records. Communicates with customers to resolve complaints or provide information. Oversees the creation and tracking of work orders for parking lot maintenance and rental vehicle repair. Oversees vehicle inspections for rental operations. Plans, organizes, evaluates performance and directs operations and work activities of assigned parking and transportation staff. Assists in establishing and reaching department performance standards, benchmarks and goals. Makes effective recommendations in hiring, termination, and discipline.
Knowledge, Skills and Abilities:
Knowledge and understanding of the parking, transportation and fueling system operations. Knowledge of all federal, state, and local codes and ordinances pertinent to parking lot planning, design, and maintenance. Knowledge of building trades repairs and maintenance. Knowledge of customer service standards and procedures.
Skill in organizing resources and establishing priorities. Skill in the use of computers, preferably in a PC, Windows-based operating environment. Skill in the use of personal computers and related software applications.
Ability to develop and implement programs and procedures. Ability to develop and maintain recordkeeping systems and procedures. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Minimum Qualifications:
   Education- High School diploma or GED certificate.
   Experience- Three (3) years of experience related to the standard duties as outlined.
   Equivalency- Completion of a post-secondary degree or certificate may substitute for years of experience.
