Purpose of Classification:
Reporting directly to the Chair of the Board of Regents, the chief advisor acts as a primary contributor to the Board’s objectives by advancing knowledge of the institution’s strengths and weaknesses, challenges and opportunities. The chief advisor enables the Board to be highly effective in identifying and actioning elements of highest value in order to achieve the greatest advantage from institutional investment. The chief advisor recommends directions, identifies initiatives, advances projects and promotes the objectives of the Board.
Standard Duties:
Acts as the Board’s chief data analyst - Drives institutional impact through an innovative and proactive approach to uncovering meaningful and actionable insights, surfacing trends and informing policy and decision-making. Leverages internal and external data sources to perform data mining, modeling and forecasting. Develops scorecards, dashboards and data visualizations. Analyzes and compares performance against peers through benchmarked longitudinal trends of budget, resources, research and student success outcomes. Provides productivity analyses. Aligns resources and investments to outcomes supporting strategic performance management. Evaluates and recommends metrics and target performance levels. Acts as the Board’s project manager- Identifies areas of opportunity and initiatives for the institution. Evaluates business processes and researches and promotes best practices across a wide range of functions to effecuate process improvement and advance strategic priorities. Supports the gathering, synthesis and evaluation of student success and institutional objectives. Guides the planning and work of Regent committees in advancing critical topics, meeting milestones and realizing strategic objectives. Leads and oversees long and short duration projects requiring planning, strategy, goals, task definition, resources, timeline development, budget management, progress reporting, and problem and solution management. Prepares a variety of reports and effectively presents information for internal and external stakeholders on behalf of the Board and the institution. Acts as a liaison with community members, executive leadership, deans and vice presidents and external higher education leaders. Coordinates internal and external stakeholder’s forums. Acts as the Board’s chief of staff - Understands and refers to key legislative, regulatory and compliance requirements, ensuring the Board’s activities comply with legal guidelines and conform to sound governance practices. Engages in regular consultation with university general counsel. Fully supports public transparency requirements and acts as the custodian of records. Executes and attests to a broad range of documents on behalf of the Board. Provides a full range of administrative support to the Board and the Chair including planning, preparation and support of Board meetings and events, preparation and filing of meeting notices, materials and minutes, and coordination of technology conferencing. Prepares and monitors the Board’s operating budget. Prioritizes and manages Board requests. Prepares communications and correspondence for members of the Board supporting work with public officials, community members and university constituents. Reviews requests and complaints to the Board and determines an appropriate course of action. Attends seminars and events and provides feedback to the Board. Supports the Board in the recruitment and acclimation of the institution’s chief executive. Assists in the creation and evaluation of performance targets and milestones.
Knowledge, Skills and Abilities:
Knowledge of New Mexico laws and regulations applicable to public institutions of highereducation. Ability to interpret and advise on the New Mexico Open Meetings Act.
Strong interpersonal skills with the ability to work effectively with a wide range of individuals in a diverse community. Strong communication and facilitation skills, organizational and leadership ability.
Ability to interpret and advise on New Mexico public meeting records and laws. Ability to exercise good judgment, process complex facts, deal simultaneously with multiple deadlines, and reporting procedures, and suggest innovative solutions. Ability to communicate effectively both orally and in writing. Ability to work effectively within a politicized internal and external organizational environment. Ability to inspire change. Positive demeanor,can-do attitude, flexible, articulate and self-motivated. Ability to work collaboratively and effectively with individuals at all levels of the institution and the larger diverse community. Minimum Qualifications:
   Education- Bachelor’s degree in a related field
   Experience- Eight (8) years professional experience related to the standard duties outlined
