Purpose of Classification: | |
Vice Chancellor & COO will be a visionary, entrepreneurial leader that has a key role in strategic policy development and financial and control activities and operations for the New Mexico State University System. In collaboration with the Chancellor and the executive leadership team, the Vice Chancellor & COO will set enterprise-wide strategy, define and identify innovative approaches to achieving these strategic goals, define the financial objectives of individual entities and areas, drive operational efficiency and create a climate of accountability. The Vice Chancellor & COO reports directly to the Chancellor and will provide strategic and operational leadership over the enterprise’s financial and administrative management, including planning, administering, monitoring, and controlling the overall financial plans, policies and programs. In addition to enterprise wide budget and financing oversight, the Vice Chancellor & COO will provide innovative and strategic guidance as how to optimize NMSU’s many existing, underutilized and untapped assets, such as real estate holdings. The Vice Chancellor & COO has responsibility for ensuring the fiscal integrity and strength of the system and its institutions, including the flagship main campus and four community colleges. The chosen leader will employ financial decision-making tools, mobilize resources, anticipate potential issues and develop contingency plans to overcome them, and communicate the most effective ways to achieve strategic results. The Vice Chancellor & COO will work closely with the Chancellor in order to catalyze and manage system changes. | |
Standard Duties: | |
Works closely with the Chancellor as he establishes a strategic vision for the future of the NMSU system. Advises the Chancellor and system leadership on strategic financial approaches based on current economic, financial and higher education conditions to assure the long-term fiscal integrity and strength of the system and its operations. Ensures that there are appropriate functional strategies in place to support University objectives and oversee the implementation of these strategies, ensure strategic goals are being met and/or exceeded. Creates and sustains a culture of financial and administrative health while advancing NMSU’s strategic plan and maximizing institutional assets. Drives a culture of transparency and collaboration. Seeks input from stakeholders and the university community. Provides leadership in the development of policies, procedures, processes and practices that are responsive to and address current and future fiscal needs. Ensures policy compliance with best practices, regulations and laws and clearly communicates to university constituents.Develops and implements procedures, processes and disciplines fundamental to maintaining a solid and reliable high-quality and high-control environment.Develops, enhances and implements financial information systems that serve as the foundation for organizational decision-making. Conducts analyses of the institution's long-range plan and determines the impact of higher education trends on the university's financial position. Safeguards the short- and long-term financial health of the New Mexico State University system. Leads the strategic financial planning for the system’s multi-year plan, annual budget, and forecasting; determines and set capital structure. Ensures that the operational and capital budgets are aligned with the institution’s strategies and goals. Develops a financial and operational strategy. Develops metrics tied to that strategy and creates and monitors control systems designed to preserve system assets, report accurate financial results, monitor adherence to the budget and development of long term financial and operational strategies. Develops and analyzes alternative sources of revenue for the University. Ensures regular analysis and reporting of net tuition revenue for all student types. In collaboration with institutional research, provides regular forecasting, analysis and communication on important institutional and system financial and mission-related metrics, including student enrollment and graduation rates. Keeps Chancellor informed of financial results and communicates proactively to address and resolve system and/or institutional financial issues. Projects growth opportunities and needs and develops strategies to address these. Collaborates with the presidents and campus finance departments. Serves as a trusted advisor. Maintains a high-level understanding of and working relationship with the New Mexico Legislature and other governmental entities. Serves as a turnaround agent, bringing key players to the table to focus on common goals and objectives. Performs other duties as assigned. | |
Knowledge, Skills and Abilities: | |
Direct knowledge of accounting, financial management, budgetary planning and management, logistical management, facilities planning and management, and administrative systems implementation and management. Understanding and experience with financial reporting standards and governmental accounting standards and reporting requirements. Extensive knowledge of applicable federal and state rules and regulations governing public research university funds and administrative functions. Knowledge of investment, cash management and capital financing principles and practices. Knowledge of industry best practices and standards for administrative operations. | |
Excellent communication and interpersonal skills with both internal and external constituents at all levels; Demonstrated skills in the development and management of strategic plans and complex administrative systems. | |

Minimum Qualifications: | |
Education- Bachelor’s degree in accounting, finance or a related field. | |
Experience- Ten (10) years of of progressively responsible financial and administrative experience in a large and complex organization. | |
