Purpose of Classification:
Responsible for developing and maintaining effective relations with local, state and federal government and for coordinating college/university lobbying efforts. Coordination with NMSU leadership to effect economic development, community engagement as it relates to events, disasters, etc., complimentary legislation and collaborating on long term strategic initiatives.
Standard Duties:
Directs policy and program planning related to University government relations initiatives; coordinates Federal and State government relations programs to ensure consistency with overall University goals, objectives, and priorities. Represents the University at State legislative sessions, before State bodies, Federal agencies, and the United States Congress in support of institutional goals and objectives. Serves as the primary liaison with the President and the Board of Regents on legislative matters. Directs and oversees programs and initiatives designed to enhance relations between the University and various local governments and community agencies, as appropriate. Participates with the President and other senior officers of the University in institutional planning, policy development, and problem resolution. Assists University administration in various cost analyses, projections, reports; assists administration in specified fundraising efforts, as appropriate. Coordinates special projects on behalf of the President. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge and understanding of the mission, goals, organization, and operational/financial infrastructure of a public university. Knowledge of financial/business analysis techniques. Knowledge of public information and community relations concepts, principles, methodology, and techniques. Strategic and operational understanding of government procedures and processes at the national, state, and local levels.
Employee development and performance management skills. Excellent interpersonal skills and the ability to deal credibly and effectively with senior institutional leadership. Highly developed verbal and written communication skills and the ability to present effectively to small and large groups. Project management and leadership skills. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to develop financial plans and manage resources. Ability to foster a cooperative work environment. Ability to identify and secure alternative funding/revenue sources. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to work effectively with legislators and legislative committees.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
