Purpose of Classification:
Manages the operations and maintenance of all technical aspects of television broadcast operations including satellite transmissions and translators, ensuring compliance with FCC regulations.
Standard Duties:
Develops and implements an operational system which effectively coordinates the scheduling of technical facilities necessary to support the production, distribution, and transmission of broadcasts. Maintains the transmission signal and all associated equipment and facilities. Plans and supervises all major broadcast construction projects and capital acquisitions, including budgeting, writing of grant applications, and bid specifications. Supervises personnel which typically include recommendations for hiring, firing, performance evaluation, training, work allocation, and problem resolution. Maintains state-of-the-art knowledge of technical requirements and equipment to ensure the broadcast unit's efficient and economical operation. Develops annual operating budgets and provides fiscal direction to the unit. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Oversees all technical aspects of federal, state, and local licensing requirements.Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of laws, regulations, methods, and techniques in area of specialty. Knowledge of television broadcast technical requirements and equipment.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Proposal and grant writing skills.
Ability to maintain television transmission signals and equipment. Ability to communicate effectively, both orally and in writing. Ability to design and plan major construction projects.
Minimum Qualifications:
   Education- High School diploma or GED certificate.
   Experience- Eight (8) years of experience directly related to the standard duties as outlined.
   Equivalency- Completion of a post-secondary degree or certificate may substitute for years of experience.
