Purpose of Classification:
Provides strategic fiscal direction and leadership for a public TV and FM station overseeing all aspects of budgetary preparation, forecasting, financial record keeping, financial reporting, financial analysis, interpretation of financial reports. Responsible for grant administration, coordination and submission of appropriate filings with the Federal Communication Commission, Corporation for Public Broadcasting, Public Broadcasting Service, National Public Radio, the State of New Mexico and other entities. Works closely with Director of Development to ensure audit guidelines and requirements are being fulfilled. Oversees Engineering and Operations Department, coordinates technical operations with Chief Broadcast technician. Serves as acting general manager in absence of the General Manager.
Standard Duties:
Coordinates all aspects of the financial operations of the departments, to include annual operating budget preparation, monitoring of accounts; provides fiscal direction to the unit. Plans, coordinates, and oversees the daily operations of the organizational unit ensuring compliance with the University, state, and federal laws, policies, and regulations. Oversees and directs efforts of the engineering/operations group. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Completes required filings with FCC; CPB; PBS; NPR; State of NM. Acts as HR liaison, participates in KRWG fund raising activities, identifies and pursues appropriate grant opportunities, actively participates in cultivating good relationships with elected officials. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the department’s goals and objectives. Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies. Consults with the university, public schools, government agencies, community groups, businesses, and other interested parties on issues relative to the mission of instructional television and public broadcasting. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of budgeting, cost estimating, and fiscal management principles and procedures. Knowledge and understanding of the role of public broadcasting in the academic, community, and business arenas.
Skill in organizing resources and establishing priorities. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Ability to develop and implement budgeting, operations, goals, strategies, and plans. Ability to develop, plan, and implement short- and long-range goals.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Three (3) years of experience related to the standard duties as outlined.
   Equivalency- Any equivalent combination of education, training and/or experience as approved by Human Resource Services
