Purpose of Classification:
To design, coordinate, and implement State and Federal Government relations activities and programs of NMDA. Under general supervision, administers public affairs policies and procedures, maintaining positive relations with the public, the press, and electronic media. Assist with developing and oversees the delivery of all publications, press, and media communications, calendars, special promotions, and general public information on activities, events, and crises. Coordinates and works with NMSU’s Assistant VP, Government Relations and with NMDA Division Directors.
Standard Duties:
Oversee Constituent Services and provide outreach as necessary to ensure services to our constituents are met timely and completely. Direct and oversee Special Projects as assigned. Coordinate NMDA Federal & State Legislative issues throughout the year on behalf of the Director/Secretary of NMDA. Represent the Director/Secretary at Legislative Events during legislative session and throughout the year. Designs, coordinates and implements the department’s government relations programs and initiatives in respect to all state and federal governmental levels. Writes, edits, reviews, and approves public relations materials, fact sheets, brochures, flyers, and speeches. Advises members of the university administration and community regarding public relations issues; assist administrative officers in planning and formulating policies. Provides support for promotional special events, tours, press conferences, and banquets. Responds to requests for information from the public; distributes promotional materials, including flyers, brochures. Prepares mailing lists and targets those who may support university/departmental activities and creates opportunities to distribute information. May represent the department at community and business meetings. Extensive direct interaction with high level public policy officials such as Governor, Federal Delegation, State Legislators, Governors Cabinet and members of the general public. Performs miscellaneous job related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of public relations and general communication principles and practices. Employee development and performance management skills. Knowledge of university policies and procedures; state legislative and regulatory processes; knowledge of the State Legislative budget and appropriation process; Knowledge of government relations principles, methods, and techniques at the state and federal level; knowledge and understanding of the mission, goals, organizations, and operational/financial infrastructure of a public university; and knowledge and understanding of the NM Lobbyist Regulation Act.
Skills in effective written and oral communication skills; employee development and performance management skills; strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community; report preparation and presentation skills.
Ability to communicate effectively, both orally and in writing. Ability to plan, organize and coordinate activities and special events. Ability to develop, plan, and implement short- and long-range goals; ability to foster a cooperative work environment; ability to research legislative history and the status of pending legislation and to analyze pending and enacted legislation; ability to supervise and train assigned staff including organizing, prioritizing and scheduling work assignments; ability to use independent judgment and to manage and impart information to a range of internal and external organizations and constituencies; multi-tasking ability in a fast-paced environment.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience related to the standard duties as outlined.
