Purpose of Classification:
Reports to the Deputy Director, New Mexico Department of Agriculture. Continuously improves public relations and legislative and community outreach.Designs and implements strategy. Functional working relationship with the Foundation Office, administration, faculty and staff to: implement legislative goals and objectives; expand outreach;and coordinate speaking opportunities with service groups. Coordinate with campus community regarding visits of political/business/constituent guests.
Standard Duties:
Oversees the supervision of personnel, which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Plans, develops, implements, administers and evaluates programs, activities and daily operations related to the governmental affairs support function. Maintains communications with various organizational units and the University, State and Federal agencies and the New Mexico Congressional delegation in order to provide effective support services. Oversees and coordinates the University's legislative clearinghouse function, including bill tracking and analysis, committee hearing tracking and regular communication with University leadership and constituency groups regarding the status of the University's legislative initiatives. Oversees and coordinates routine interactions with congressional staff, local and state officials, staff of the New Mexico congressional delegation, federal agency staff and other government officials/staff. Provides staff support and coordination in the development of federal priority recommendations and documentation, legislative request support materials, economic impact/development information and other materials in support of the University's government relations activities. Establishes and implements departmental short- and long-range goals, objectives, policies and operating procedures; monitors and evaluates program effectiveness; implements improvement changes. Designs, establishes and maintains an organizational structure and staffing to effectively accomplish the unit's goals and objectives; monitors and evaluates program effectiveness; Implements improvements. Coordinates legislative requests and special events. Represents Government Relations Office and/or the University at civic and community meetings. Travel required. Performs job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of federal government organization and legislative processes, including budget and appropriations processes; knowledge of bill enactment process and bill tracking; knowledge of State and Federal government issues related to higher education; knowledge of University budget processes and legislative request processes.
Skills in effective written and oral communication skills; employee development and performance management skills; strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community; report preparation and presentation skills.
Ability to develop, plan, and implement short- and long-range goals; ability to foster a cooperative work environment; ability to research legislative history and the status of pending legislation and to analyze pending and enacted legislation; ability to supervise and train assigned staff including organizing, prioritizing and scheduling work assignments; ability to use independent judgment and to manage and impart information to a range of internal and external organizations and constituencies; multi-tasking ability in a fast-paced environment
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Three (3) years of professional experience related to the standard duties as outlined.
