Purpose of Classification:
Under Minimal Supervision, Supports The Assistant VP In The Leadership And Management Of All Functions Relating To Project Development and Delivery. Manages And Oversees The Daily Operation, Fiscal Control, And Administration Of The Teams Of Assistant Directors, Engineers, Project Managers, And Assistant Project Managers Assigned To Accomplish Timely and Efficient Project Delivery To Include Human Resources and Cost Management. Manages And Oversees Designated Capital Design And Construction Projects. Presents Or Assists In Presentation Of Capital Projects Planning And Construction To Various Administrative Groups. This Position Is One of Two Senior Positions That Oversee The Project Delivery teams.
Standard Duties:
Represent NMSU, As Assigned By The Assistant VP To External Committees, Boards, And Agencies. Oversee The Teams Of Project Managers And Insure That Schedule And Budget Targets Are Met And That Customer Service Is Exemplary through a structured process that includes multiple phases: Initiating, Planning, Executing, Monitoring and Controlling, and Closing. Advance The Professional And Skills Development Of The Team Members And Mentor Employees; Foster A Learning Culture, Evaluate Needs, Determine Requirements, And Establish Training. Develop, Prepare, And Manage The Annual Operating Budget For Assigned Units Continuously Seeking Improvement To Simplify, Clarify, And Increase Effectiveness. Interpret And Ensure Compliance With Applicable City, State, And Federal Laws, Regulations, and Codes as well as Contract Law. Improve Safety Conditions In The Project Delivery Process With Support Of Environmental Health And Safety. Lead And Support, As Assigned By The Assistant VP, The Development, Evolution, Implementation And Continuous Improvement Of Division Wide Initiatives. Institute Departmental Performance Measures For Improvement With Specific Measurable Results, Performs Related Duties As Required.
Knowledge, Skills and Abilities:
Specialized Knowledge In One Or More Aspect Of Capital Expenditures, Policies, Procedures, Building Design, Construction, Contract Language and Compliance, Construction Controls and Monitoring, Prevailing Wage Rates, Project Management Principles While Having an Overall Understanding Of All Facets. Knowledge Of Staff Hiring Procedures.
Skill In Examining And Re-Engineering Operations And Procedures, Formulating Policy, And Developing And Implementing New Strategies And Procedures. Employee Development And Performance Management Skills. Strong Project Management And Financial Modeling Skills.
Ability To Supervise And Train Employees, To Include Organizing, Prioritizing, And Scheduling Work Assignments. Ability To Communicate And Interact With Officials At All Levels Of Government. Ability To Foster A Cooperative Work Environment. Ability To Develop And Maintain Record Keeping Systems And Procedures. Ability To Communicate Effectively, Both Orally And In Writing. Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of experience directly related to the standard duties as outlined.
   Equivalency- Any equivalent combination of education or experience as approved by HRS.
