Purpose of Classification:
Under limited supervision, manages and oversees the daily operation, fiscal control, and administration of the Facilities Administration Unit, to include all accounting related aspects of each Facilities and Services Unit as well as human resources management. Manages and oversees designated financial reporting for each of the Facilities and Services Units. Presents or assists in presentation of financial information to various administrative groups.
Standard Duties:
Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Plans, coordinates, and oversees the day-to-day fiscal operations of the department, Prepares departmental operating and capital budget documents, revenue and expense projections, final reports, and other specialized reports and analyses for FS Units. Monitors and controls all compliance with capital expenditure budgets; reviews for compliance all capital expenditure requests. Assists or acts on behalf of director in presentations to the university administration, regents, commission on higher education, and legislature on capital expenditure projects. May serve as a consultant or advisor to other departments and/or division within specialized area(s) of facilities management. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of capital expenditures policies and procedures. Knowledge of building design, construction, and maintenance. Knowledge of project management principles, practices, techniques, and tools. Knowledge of architecture and space management. Knowledge of state appropriation process and requirements. Knowledge of faculty and/or staff hiring procedures.
Employee development and performance management skills.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to communicate and interact with officials at all levels of government. Ability to foster a cooperative work environment.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of experience directly related to the standard duties as outlined.
   Equivalency- Any equivalent combination of education or experience as approved by HRS.
