Purpose of Classification:
Serves as the Chief Facilities Officer with oversight of facilities and services for the NMSU system in support of the mission and strategic plan. Provides leadership and direction in all aspects of administering a facilities and services department including strategic planning and customer focused programs. Responsible for capital construction, renovation, and remodel projects; operation and maintenance of physical plant facilities; the NMSU Master Plan and space planning; and fire protection and emergency response. Represents the University to various external entities, governmental and private.
Standard Duties:
Oversees the overall operations of unit(s) reporting to this position. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and changes required for improvement. Designs, establishes, and maintains organizational structure to effectively accomplish the department’s function. Oversees the supervision of personnel which includes: work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Directs the implementation of management development, skills training, and safety and labor relations programs; coordinates with other university entities initiatives/programs regarding affirmative action, union negotiation, and equal opportunity. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses. Recommends and participates in the development of University policies and procedures; may serve on University committees. Plans, develops, and implements strategies for generating resources and/or revenues for the organization. Assists with community-related physical space/resources projects and initiatives; serves on professional association committees. Represents the university to various institutional campuses, colleges and divisions. Advises the University administration on the funding needs to adequately maintain the physical facilities of the institution, and in the allocation of fiscal resources for various capital improvement and maintenance projects at each campus. Presents facilities and services projects and initiatives to the Regents and state agencies. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:

Knowledge of financial/business analysis techniques. Demonstrated knowledge of and experience with the management of utility systems within a deregulated environment preferred.
Skill in facilities planning, budget preparation, analysis, and fiscal management for a large complex University System. Skill in examining and reengineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Strategic planning skills. Outstanding interpersonal and community relations skills and the ability to communicate and work effectively within a diverse community. Employee development and performance management skills.
Ability to provide technical guidance and leadership to professional personnel in area of expertise. Ability to use independent judgment and to manage and impart information to a range of clientele and/or media sources. Ability to make administrative/procedural decisions and judgments. Ability to identify and secure alternative funding/revenue sources. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to negotiate and manage contractual arrangements. Ability to participate in the planning and construction of new buildings, as well as major renovation and repair projects.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Ten (10) years of increasingly progressive management experience in one or more areas that report to this position.
