Purpose of Classification:
This position is responsible for associative leadership of the Office of Facilities & Services (OFS) division; and direct management of the NMSU core facilities departments, each led by Directors for university maintenance, building operations which includes custodial & grounds, and utilities which includes cogeneration plant. Direct management of the NMSU facilities engineering team, specialty technicians, and the Projects Department in the Office of Facilities & Services division.
Standard Duties:
Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates and mentors employees to achieve peak productivity and performance. Establish required certifications and licenses. Technical resource and support of both NMSU and OFS audit services and implementation of internal controls;oversees compliance in areas of direct responsibilities. Represent NMSU to external entities. Overall development and administration of the operating and the annual capital budget, specifically the Building Renewal and Repair (BRR). Develop, establish, and continuously improve project development processes through developing standards, specifications, and inspections through the evolution of design development of concept. Solve the academic, administrative, functional, construction, and facilities service needs of university and system locations. Review and approve building alterations, expansions, construction and other types of engineering projects including installation of equipment, utility and facility equipment replacement. Full technical responsibility for interpreting, organizing, executing, and design of mechanical, electrical, civil and energy management systems for new facilities, major renovations, maintenance projects, and infrastructure renewal and replacement projects. Develops and manages master plans for the infrastructure of building and utilities systems. Plans and develops engineering solutions for projects to include building systems, site utility, campus infrastructure distribution, and major building projects. Ensures compliance with city, state, and federal codes and regular inspection of facilities, equipment and systems. Improves safety conditions in project design and during construction with support of the Environmental, Health and Safety Department. Leads and supports the development, evolution, implementation and continuous improvement of division wide initiatives that include the following: Policies, standards, procedures and practices for related facilities services and functions, partnering programs for resource leveraging, and mutual benefit with university facilities service providers. Performs miscellaneous job-related duties as assigned.

Ability to negotiate and manage contractual arrangements. Ability to participate in the planning and construction of new buildings, as well as major renovation and repair projects.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
   Equivalency- Any equivalent combination of education or experience as approved by HRS.
