Purpose of Classification:
The incumbent serves as a technical representative to verify that the constructed work is in compliance with local construction techniques and is consistent with the plans and specifications. As required,may exercise supervisory responsibilities in assisting contractors, architects, and engineers. This position differs from Project Manager in that the primary objective is the verification of the construction quality and compliance with detailed plans and specifications as opposed to meeting time and budget goals.
Standard Duties:
Oversees the supervision of personnel which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Insures that all work on construction and remodel projects conforms to original design and planning decisions. Policies and decisions are established in conference with the Assistant Director of Construction and / or the Executive Director of Project Development and Engineering. Reports to and coordinates with the Director of Construction to insure quality construction, compliance with applicable codes, and that work meets detailed specifications. May assist in the preparation of drawings and specifications for construction projects originating "in-house". Inspects construction trades work for quality and defects as the owner's representative.Informs Assistant Director of Construction and/or Executive Director of Project Development of non-compliant and /or deficient work situations. May arrange for and inform affected parties of necessary utility interruptions, potential noise, dirt or other likely interference with usual activities. Assists the contractor in coordinating work with university activities and policies: providesfor access to the work site, parking, availability of utility services, security, etc.Acts on behalf of the Assistant Director in their absence. Assists the Assistant Director in acting on behalf of the Board of Regents in the oversight of construction contracts. Performs miscellaneous job- related duties as assigned.
Knowledge, Skills and Abilities:
The methods and materials of building construction and remodeling: principles of quality control as well as safety and construction inspection; methodology for indentifying defects and potential failures in constructed facilities; University and department policies and procedures; principles and practices of organization and administration; principles of supervision, training, and performance evaluation.
Short- and long-range planning; problem analysis and resolution; report preparation and presentation; public contact and relations; oral and written communication.
Read, comprehend, and prepare construction documents (plans and specifications); communicate clearly and concisely with University/non-University individuals regarding construction matters; direct, evaluate, train, and supervise the work of assigned personnel; develop and maintain effective working relationships; maintain accurate and orderly records; use independent judgment and initiative; organize and direct activities; analyze and evaluate information.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of experience directly related to the standard duties as outlined.
   Equivalency- Successful completion of a 4 or 5 year approved Construction Trades Apprenticeship program resulting in a licensed or journeyman status may substitute for the bachelor's degree.
