Purpose of Classification:
Manages all operational and administrative aspects of the Grounds and Vehicle Mechanics shops for the NMSU Main Campus. Participates in the development of policies, procedures, goals, and standards for campus-wide landscaping and grounds maintenance. Manages and oversees an integrated pest management program for the campus.
Standard Duties:
Manages the activities performed by the Grounds and Vehicle Mechanics staff, students, contractors, and consultants who perform facilities grounds and vehicle maintenance. Oversees the supervision of personnel, which includes work allocation, training (administrative, customer service and technical), promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Manages the turf and irrigation programs in accordance with conservation standards consistent with campus sustainability practices, manages the tree care/arboriculture program in accordance with campus sustainability practices. Manages the exterior planter bed operations program, to include design, and maintenance in accordance with campus sustainability practices Manages the Grounds equipment program including: recommending replacements and repair for small engine equipment and maintaining inventory and records. Manages the Facilities and Services vehicle maintenance and replacement program. Manages all activities associated with an integrated pest management program for the university's landscape and buildings in accordance with all relevant federal, state, and local laws. Manages the chemical inventory, hazardous waste, and industrial hygiene for the Grounds and Vehicle Mechanics shop in accordance with environmental health and safety standards. Manages and maintains the Facilities Operations grounds maintenance projects plan in accordance with campus sustainability practices. Participates in the implementation and maintenance of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit. Manages the annual operating budgets and provides fiscal direction to the unit. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge and understanding of landscape principles and methods. Knowledge of horticultural practices, plant taxonomy, and insect/disease control. Knowledge of growth habits, care, and pruning methods for flowers, trees, and shrubs. Knowledge of pest management principles, techniques, agents, and applicable laws. Knowledge of budgeting, cost estimating, and fiscal management principles and procedures. Knowledge of chemical, hazardous waste, industrial hygiene, and/or environmental health standards. Knowledge of landscaping and grounds keeping equipment operation and maintenance requirements. Knowledge of turf management, irrigation, refuse removal and equipment maintenance. Knowledge of project management principles, practices, techniques, and tools. Knowledge of water conservation principles, methods, and techniques.
Skill in short and long-range planning; problem analysis and resolution; report preparation and presentation; public contact and relations; oral and written communications; operating a computer; budget preparation and fiscal management.
Ability to direct, evaluate, train and supervise the work of assigned personnel; develop and maintain effective working relationships, maintain accurate and orderly records, use independent judgement and initiative; organize and direct activities; analyse and evaluate information; coordinate quality assurance programs; monitor and/or maintain quality control standards.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of experience directly related to the standard duties as outlined.
   Equivalency- Associates Degree in a related field plus seven (7) years of experience directly related to the standard duties.
   Certifications/License- Possess a current NM Pesticide Public Applicators License. Possession of a valid, unrestricted driver's license is a requirement for this job.
