Purpose of Classification:
Directs and manages the University system's core human resource functions. Provides strategic and operational direction, and provides leadership to the institution in the University's human resources planning, policy and systems development in support of the institution's mission and goals.
Standard Duties:
Directs the management of the central Human Resource Services unit. Establishes and evaluates unit goals, objectives and procedures to maximize operational and organizational effectiveness. Ensures that services are delivered in an effective and cohesive manner that support the needs of employees, departments as well as the institution. Ensures that the institution's human resource administration is compliant with all laws, regulations and policies. Ensures timely and open communication with university constituencies. Evaluates policy and procedures for system or process improvements. Participates in planning and decision making including development of University policy and procedures. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Advanced knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions. Knowledge of computerized information systems used in human resources applications. Knowledge of organization structure, staffing patterns, and job design. Knowledge of project management principles, practices, techniques, and tools. Knowledge of financial/business analysis techniques.
Skill in budget preparation and fiscal management. Skill in organizing resources and establishing priorities. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Excellent interpersonal skills and the ability to deal credibly and effectively with senior institutional leadership. Employee development and performance management skills.
Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to foster a cooperative work environment. Strong customer service orientation. Strong analytical and critical thinking skills and the ability to analyze, summarize, and effectively present data. Ability to analyze problems and develop creative solutions to complex human resource issues.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Ten (10) years of progressively responsible experience.
