Purpose of Classification:
Manages the Human Resource Operational Services including Employee and Organizational Records Administration, Payroll and Compensation Administration (this includes benefits and pension). Works closely with HR management, knows and applies employment legislation and university policies and guidelines. Ensures compliance with all applicable laws, regulations, and policies, and consistency with the University's overall mission, goals, and objectives. Manages the activities of a diverse team of professional, technical, and support staff.
Standard Duties:
Directs and manages the daily operations of multiple units, including payroll and Human Resources Information Systems. Provides direction and leadership in the management of human resources strategies, programs and initiatives, and best practices. Ensures maximum efficiency and cost-effectiveness.Designs and implements systems and services that are responsive to the needs, goals, and objectives of the University; ensures institution-wide consistency of application and compliance with all Federal and State compensation laws and guidelines. Oversees the supervision of professional, technical, and support personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of equal opportunity and affirmative action programs. In-depth knowledge and understanding of employee relations principles and practices within a public sector environment. Knowledge of contemporary principles of human resource management and public personnel practices. Advanced knowledge and understanding of human resources management principles, practices, and standards, as applied to public institutions. Knowledge of a range of recruitment strategies and techniques. Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures. Knowledge of faculty and/or staff hiring procedures.
Strong interpersonal skills, flexibility, and customer service orientation. Strong analytical, problem solving, and critical thinking skills gained within a complex, demanding work environment. Excellent oral and written communication skills and the ability to interact effectively with a wide variety of people. Skill in examining and evaluating operations and developing and/or re-engineering operating strategies, systems, and procedures. Skill in developing policy and procedure documentation. Employee development and performance management skills. Strong analytical and critical thinking skills and the ability to analyze, summarize, and effectively present data.
Ability to foster a cooperative work environment. Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
