Purpose of Classification:
Manages and oversees the planning and day-to-day administration of the University's benefits programs. Recommends and oversees implementation of changes in policies and programs to maintain the institution's objectives and competitive position in the marketplace. Supervises and administers support staff.
Standard Duties:
Reporting directly to the Asst Vice President of Human Resources Services and is responsible for the management of Benefit and HRS Customer Service units. Responsibilities include administration of various benefit plans including insurance programs, mandatory and optional retirement, leave plans, and other optional programs; evaluates benefit costs; ensures compliance under the Affordable Care Act and other Federal and State regulations and university rules and procedures; makes policy recommendations; develops procedures; prepares and conducts presentations and trainings; assists in evaluating new and existing benefit programs and associated costs. Responsible for leading and managing activities to enhance and support the operations of the Human Resource Service Center/Help desk. Ensures continuity and successful delivery of transactional services to users throughout the university system. Plays a key role in delivering high quality services to our faculty and staff. Direct day to day operations of the HR Service Center team to ensure they meet and exceed established goals and service level expectations. Develop short and long-term process and strategic plans and organizational structure within the HR Service Center. Prepare, develop and analyze reports, collect and analyze data to improve processes and results in the HR Service Center and in the administration of employee benefit programs. May perform other duties as assigned.
Knowledge, Skills and Abilities:
Integrated knowledge and understanding of human resources concepts, practices, systems, and procedures. Knowledge of the characteristics and requirements of retirement benefits plans. Knowledge of state and federal laws pertaining to employee benefits, COBRA, and IRS Section 125. Knowledge and understanding of employee benefits principles, practices, procedures, and documentation.
Knowledge of customer service principles, techniques, systems, and standards. Knowledge and working understanding of computerized human resources and payroll systems. Knowledge of faculty and/or staff hiring procedures. Employee development and performance management skills. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
Ability to develop, plan, and implement short- and long-range goals. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to resolve difficult or stressful customer service issues. Ability to make administrative/procedural decisions and judgments. Ability to foster a cooperative work environment.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience related to the standard duties as outlined.
