Purpose of Classification:
Coordinates and administers operational functions and actions for a college or division related to human resources transactions, recruitment, records management, and financial transactions. Serves as the college/division's primary point of liaison with the University's Human Resources Services. Monitors and coordinates department compliance with NMSU policies, procedures, and standard practices ensuring that related communications are disseminated within the college/division.
Standard Duties:
In conjunction with central Human Resource Services assumes responsibility for coordination, administration, monitoring, and accuracy of employment processes; Assists with and oversees, as delegated, the coordination of human resource related processes including: recruitment, on-boarding new employees, performance evaluation, employee benefits, and employee relations. As the college/division liaison with central Human Resource Services, is responsible for guiding managers and employees through the various HR procedures and processes, escalating issues as appropriate to the specific Human Resource Services department; interprets and applies the terms of the university's collective bargaining agreement, policies and procedures to ensure administrative compliance; prepares and/or verifies transactions including: hiring actions, personnel change actions, financial actions for accuracy, completeness and compliance with pertinent university or sponsor regulations; approves transaction documents within designated limits. May participate in human resource special projects, training, workshops and initiatives. May supervise technical and/or administrative support staff. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of recruitment/employment information documentation and standards. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Records maintenance skills. Database entry skills.
Skill in organizing resources and establishing priorities. Skill in the implementation of performance management and dispute resolution procedures and documentation.
Ability to develop and deliver presentations. Ability to communicate effectively, both orally and in writing. Ability to analyze and assess training and development needs. Ability to maintain confidentiality on sensitive, confidential issues.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- One (1) year of experience related to the standard duties as outlined.
   Equivalency- Any equivalent combination of education, training and/or experience as approved by Human Resource Services.
