Purpose of Classification:
Manages and oversees the various day-to-day customer service and support activities of a large organizational unit to include HR customer services, electronic employee data entry and control, and employee records management. Ensures that services are consistent with the university's overall human resources objectives, policies and procedures, and best practices. Manages a diverse team of customer service and support staff.
Standard Duties:
Responsible for coordination of search committees' activities, provides guidance and assistance in the interview and selection process and documentation. Maintains job recruitment files to ensure compliance with NMSU policy and procedures.Ensures compliance with Affirmative Action/Equal Opportunity and adherence to university faculty/staff recruitment and hiring policies. Responsible for conducting investigations pertaining to issues of faculty and/or staff misconduct and policy infractions; In conjunction with Human Resources Services, interprets and applies the terms of the University's collective bargaining agreements to ensure administrative compliance; Coordinates performance management, grievance and related documentation and guides and advises administrators in these areas in consultation with Human Resources Services; may perform training needs analyses, implementation of specific training and development programs for faculty and/or staff.Oversees the supervision of personnel which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of recruitment principles, methods, techniques, and resources. Knowledge of affirmative action and equal employment principles, concepts and methodology. Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures. Knowledge of employee recruitment and employment principles. Knowledge of recruitment/employment information documentation and standards. Knowledge of federal, state, and local equal opportunity/affirmative action legislation, policies, procedures, and documentation requirements. Knowledge of labor relations principles and collective bargaining agreements.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Records maintenance skills. Database management skills. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Skill in organizing resources and establishing priorities. Skill in the implementation of performance management and dispute resolution procedures and documentation.
Ability to develop and deliver presentations. Ability to communicate effectively, both orally and in writing. Ability to develop, plan, and implement short- and long-range goals. Ability to lead and train staff and/or students. Ability to analyze and assess training and development needs. Ability to investigate and analyze information and draw conclusions. Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience related to the standard duties as outlined.
