Purpose of Classification:
Directs the institution's major academic and administrative computing activities, as well as voice and data communications.
Standard Duties:
Provides institution-wide leadership and direction in the management and operation of technology provided to students, faculty and staff. Provides overall vision for the planning, development and implementation of innovative and comprehensive technology for both academic and administrative units. Fosters collaboration among all university divisions to ensure service excellence and student success. Responsible for ongoing evaluation of the university's technology system needs and devising appropriate plans and budget proposals to meet those needs. Establishes an IT organizational structure that allows for achievement of maximum institution-wide efficiencies and job satisfaction. Leads and oversees the institutional information technology budgeting process, and performs cost and productivity analysis. Leads the process of determining the priorities, projects, and future directions of the university's IT functions within the framework of the university's strategic plan; establish and monitor short- and long-term goals and effect necessary changes required for continuous improvement. Develops partnerships and identifies resources to secure financial support for campus technology needs. Serves as a resource to the president and the executive staff in technology planning initiatives. Leads and coordinates the development and implementation of integrated, strategic IT plans and policies for the university.
Knowledge, Skills and Abilities:
Maintains knowledge and understanding of current trends and developments in information technology equipment, systems and methodologies. Knowledge and understanding of the academic and administrative functions of a major research university. Working knowledge or competency with implementation of hardware and software systems, various server and computing operating systems, networking, project management standards and operations requirements for ERP systems. Knowledge of financial/business analysis techniques.
Experience implementing strategies to ensure cost effective delivery of IT services. Skill in examining and re-engineering operations and procedures, formulating policy and developing and implementing new strategies and procedures. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in budget preparation and fiscal management. Skill in evaluation of organizational structures and resources and restructuring to achieve efficiencies. Ability to establish priorities and motivate staff. Advanced working understanding of the information technology environment of a research university. Strategic planning and advanced leadership skills.
Ability to influence and lead change, anticipate change and bring ideas and innovation to further the mission of the institution. Ability to direct multi-department technical and administrative staff. Ability to identify and secure alternative funding/revenue sources. Ability to foster a cooperative work environment. Ability to solve complex problems. Ability to develop requests for and evaluate proposals in reference to cutting-edge information technology.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Ten (10) years of relevant IT experience in a senior leadership position of a large, complex organization is required.
