Purpose of Classification:
Oversee administrative and reporting applications for the University, including but not limited to upgrades, enhancements, integrations, trouble shooting, system life cycle planning, system decommissions and replacements, in support of administrative and business operations for the University. Assist and advise the Chief Information Officer/Associate Vice President in recommending solutions, developing scope, schedule and budget estimates related to new system acquisitions and system retirements. Represents the CIO and the ICT organization with NMSU stakeholders, including but not limited to senior leadership, community college leadership, finance, payroll, facilities, auxiliaries and human resources management and stakeholders. Works collaboratively and cooperatively with internal ICT staff as well technical and functional leadership in distributed groups at NMSU to arrive at satisfying, successful and affordable technology for use by the University community. Assists with development of appropriate policies, procedures, operations and systems to accomplish university goals. Serves on the leadership team of the Chief Information Officer/Associate Vice President.
Standard Duties:
Administer the operations of units charged with designing, developing, maintaining, and enhancing administrative applications used by the University and System, including (but not limited to) those dealing with the University’s enterprise resource planning system, a system that includes payroll, finance, budgeting, student administration and enterprise reporting and analytics. Additionally, the position administers systems related to facilities planning and maintenance as well as research administration. The position assists the Chief Information Officer/Associate Vice President with the administration and evaluation of existing systems, new system proposals and enhancements/ Determines and manages priorities based on governance directives, resources and schedules. Oversees the management of projects for scope, schedule and budget conformity, and develops and evaluates administrative systems operating procedures and policies. Develop and implement budgetary controls and related management reporting. Participate in senior information technology management. Performs other duties as assigned. Performs other miscellaneous duties as assigned. 
Knowledge, Skills and Abilities:
Knowledge and understanding of the mission, goals, organization and operational/financial infrastructure of a public university. Knowledge and understanding of institutional policies and procedures and the regulatory environment in which they operate, as they pertain to systems, system functioning and contemporary standards for system operations, project management, technology development platforms and languages and modern system development methodologies. Knowledge and understanding of technology platforms, development languages federal and state laws and regulations regarding university research. Strong understanding of cloud-based platforms and integrated business systems, i.e., enterprise resource planning systems and their modules.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Strong strategic planning, analytical, critical thinking, project management and decision-making skills. Organizational planning, structuring, and staff development skills.
 | Ability to foster a cooperative work environment. Ability to develop, plan, and implement short- and long-range goals and objectives. Ability to review and assess proposed, new and existing systems to meet University needs.
Minimum Qualifications:
   Education- Bachelor’s degree in a related field. 
   Experience- Eight (8) years of increasingly progressive management experience in administrative systems setting.
