Purpose of Classification:
Provides operational leadership, direction, and administration of multiple information technology services departments under the University's Chief Information Officer. Develops, recommends and implements institutional technology and services directions, policies, and strategies. Represents the CIO and ITS across and outside the University. Ensures human resource administration, management of professional staff and management of department budgets.
Standard Duties:
Work closely with the Chief Information Officer in setting the operational work plan for the Networking, Voice, Helpdesk, Classroom Technology, and tech support units. This responsibility includes the allocation of human, technical, and financial resources. Direct the design of a centrally managed, stable, secure up to date data transport infrastructure that is compliant with industry best practices, and that has fault tolerant redundancy. Promote a customer-oriented unit focused on quality of service, efficiencies and working across NMSU units to ensure the success of departmental objectives. Provide operational oversight of the IT Networking Unit, which includes: Analog, digital and VoIP dial tone telephone repair service, long distance, and voicemail, video and audio conferencing, Network cable plant, safety cameras, fire and electronic security systems, campus emergency phones and emergency University communication systems. Direct the implementation of system upgrades and enhancements. Provide for consistency and maintainability when creating and enforcing IT Networking policies, procedures, guidelines, and standards. Ensure that disaster recovery plans are maintained and that technical risks are managed. Engage with and lead state-wide, regional and national network Directors to stay abreast of cyber infrastructure improvements and incorporate network best practices into NMSU's IT environment. Oversee the relationship with external vendors to assure best pricing, service options, and quality delivery of services. Direct the enforcement of security policies created by the Information Security Office. Direct the development of the IT Networks annual Budget, forecasts costs of goods and services, coordinates the purchase of goods and service. Communicate technology challenges and goals to an executive audience. Develop and implement multi-year strategic plans. Develops and maintains positive, inclusive, and collaborative team relationships
Knowledge, Skills and Abilities:
Knowledge of current technological developments/trends in area of expertise. Knowledge of the current and developing information services requirements of a major tertiary institution. Knowledge of financial/business analysis techniques. Knowledge of faculty and/or staff hiring procedures.
Skill in budget preparation and fiscal management. Skill in organizing resources and establishing priorities. Strategic planning skills. Ability to identify and secure alternative funding/revenue sources. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Ability to initiate and direct technical projects in support of strategic and operational goals. Ability to foster a cooperative work environment.Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems. Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology. Ability to negotiate contractual arrangements for the provision of computer technology.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
