Purpose of Classification:
Manages employees who monitor the performance of all components of network facilities. Performs complex testing, identifies and resolves complex problems affecting performance, and monitors network resources.
Standard Duties:
Consults with key administrators of user agencies to assess current and anticipated telecommunication needs. Defines and prioritizes customer problems associated with the operation of the telecommunications network. Plans and orders the implementation and testing of changes to existing network hardware, circuits, and software. Evaluates network operations, capacity, circuits, and facilities to optimize use of network resources. Defines parameters for technical feasibility studies in anticipation of user needs and technological advances that affect both the hardware and switching logic used by the state's telecommunications network. Responsible for strategic planning, acquisition of software upgrades, and assigning priorities for the installation of new hardware and software. Establishes procedures for network troubleshooting and diagnosis.
Knowledge, Skills and Abilities:
Knowledge of operational staffing and equipment requirements. Knowledge of current technological developments/trends in area of expertise. Knowledge of computer/network systems infrastructure requirements and standards. Knowledge of computer security systems, applications, procedures, and techniques.
Employee development and performance management skills. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Ability to coordinate quality assurance programs in area of specialty. Ability to install, configure, and maintain personal computers, networks, and/or related hardware and software.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of experience directly related to the standard duties as outlined.
