Purpose of Classification: | |
Plans, directs, and evaluates all aspects of the integrated police, security, and participates in emergency management operations for the University and, to the extent practical and feasible, its various campuses. Provides strategic leadership and direction to the University's internal and contracted public safety components, ensuring that optimal integration, synergy, and cost-efficiencies are obtained in the development and administration of operating plans, systems, and procedures. Provides strategic planning, and guidance in the establishment and administration of police and security programs across all campuses of the University, ensuring that all operations support the University's mission, strategic plan, and business goals and objectives. | |
Standard Duties: | |
Efficiently coordinates police services and programs, including working with local law enforcement agencies for those campuses lacking a physical NMSU Police presence. Enforces applicable local, state, and federal laws and assists university management with the administration of related University policies and procedures. Interfaces with the Offices of General Counsel; Internal Audit, Human Resource Services, Institutional Equity and others, to the extent permissible by law, in order to assist with personnel disciplinary proceedings when there are companion criminal charges pending investigation or prosecution. Oversees the management and coordination of all campus public safety functions including, but not limited to, University Police and security services. Oversees the dispatch unit that receives life safety, access, and intrusion alarms from a variety of equipment, and makes recommendations on their deployment. Coordinates and communicates regularly with other public safety officials regarding access control and intrusion detection, fire prevention, detection and response, emergency medical response. Serves as contract administrator for security services provided by outside vendors. Enforces applicable local, state, and federal law and may assist university management with the administration of related University policies and procedures. Acts as a consultant for and makes recommendations on the planning, development, implementation, and management of the University's access control and intrusion detection programs, systems, and initiatives. Directs and coordinates decision making in emergency situations of broad significance to the University and/or affecting critical University components. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement. In conjunction with the NMSU Office of Human Resource Services, develops, recommends establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff. Represents the University to various institutional divisions as well as externally to governmental agencies, vendors, students and their parents, and/or the general public. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses. Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees. Plans, develops, and implements strategies for generating resources and/or revenues for the organization. Performs other job-related duties as assigned. | |
Knowledge, Skills and Abilities: | |
Broad knowledge and understanding of the public safety and security issues of a major academic, research, and/or public service institution. Strategic knowledge and appreciation of state-of-the-art industrial access control and intrusion detection systems and programs. Strategic knowledge and understanding of industrial security and export control concepts, processes, issues, and trends. Knowledge of emergency and disaster recovery planning. Knowledge about state and federal reporting requirements, including the Clery Act. Knowledge of Title IX and law enforcement's role in working with Title IX Coordinators to ensure compliance with this federal law, for the benefit of the accusers and the accused alike. Knowledge about laws imposing confidentiality requirements. | |

Minimum Qualifications: | |
Education- Bachelor's degree in a related field. | |
Experience- Ten (10) years of increasingly progressive management experience in one or more areas that report to this position. | |

Certifications/License- Police Officer Certification for the State of New Mexico | |
