Purpose of Classification:
Under general supervision, implements NMSU's Hazardous Waste Management Programs, coordinates special projects involving hazardous chemical and biological wastes and other chemical safety issues. Performs routine inspections and emergency response operations. Implements programs to ensure compliance with local, state and federal regulatory agencies and related university policies and procedures. Conducts training programs in area of specialty.
Standard Duties:
Directly responsible for the proper segregation of all chemical waste items turned in for disposal at NMSU. This includes properly identifying compatible chemicals capable of being mixed together without unwanted reactions. Assist in physically bulking, sampling, and shipping all hazardous waste turned-in for disposal. Directly responsible for the proper segregation, packaging, labeling, and ultimate disposal of all biological waste. Oversee lab pack contractor to ensure safe and compliant operations. Perform hazardous category chemical analysis tests to identify unknown chemicals. Performs sampling, testing, decontamination and disposal for chemically contaminated property. Provide hazardous waste pick-ups and special lab clean outs. Inspects university facilities to ensure compliance with hazardous waste regulations; makes recommendations to mitigate risks and minimize potential environmental pollution. Advises management on potential hazardous materials and makes recommendations as required. Develops and conducts employee training in the areas of expertise. Ensure hazardous/universal waste storage buildings, equipment and operations comply with all applicable regulations and provide recommendations on appropriate upgrades/engineering controls. Maintain and update NMSU chemical dictionary for hazardous waste operations. Responds to hazardous material spills and implements monitoring and clean-up plan. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Hazardous materials management current legal requirements, guidelines and prudent practices related to chemical safety; transport and disposal procedures for safe handling of chemicals, toxic gases, infectious waste and other hazardous substances; applicable federal, state and local safety regulations, protocols and procedures.
Complete hazardous waste manifests and identify EPA waste codes; identify chemical incompatibilities; implement and enforce safety programs and protocols; develop written standard operating procedures; perform testing and sampling using analytical equipment and instruments; communicate technical information to non-technical personnel; work effectively with diverse populations; react calmly and effectively in emergency situations.
Performing inspections and ensuring compliance with applicable safety standards; developing safety procedures and protocols; using word processing, spreadsheets and other software to prepare professional documents and training materials.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Three (3) years of professional experience related to the standard duties as outlined.
   Equivalency- None
   Certifications/License- Must be certified in Hazardous Waste and Emergency Response (HAZWOPER).
