Purpose of Classification:
Develops, implements and manages University-wide programs designed to facilitate campus research initiatives while proactively ensuring oversight of activities involving biological safety or export control. Provides technical guidance to faculty, staff and administrators when activities involve biohazardous agents, recombinant nucleic acid molecules, or data or technology subject to export control regulations. Participates in and provides leadership to various internal committees and task forces, and maintains professional contacts regarding program functions with external entities including government agencies, industry representatives, and counterparts in other institutions.
Standard Duties:
Develops and implements university procedures for compliance with all applicable regulations and policies regarding bio hazardous agents, recombinant nucleic acid molecules, or export-controlled technology or data. Develops educational materials delivers training to faculty, staff, and students to support research and teaching activities that involve potential for exposure to biohazards, or that involve access to export-controlled data or technology. Performs on-site assessments of facilities, and interfaces with lab personnel, investigators, and others as needed to ensure suitability for use, appropriate procedures and emergency plans, and follow up and correction of deficiencies in safety, health, or security regarding biosafety and export control. Serves as administrator and member of Institutional Biosafety Committee; reviews protocols and proposals, and activities involving bio hazardous materials and recombinant nucleic acid molecules, and provides guidance and follow-up as appropriate. Provides technical guidance to faculty and staff in the development of standard operating procedures, including plans for exposure control, technology control, and occupational health monitoring when appropriate. Develops and maintains records related to the oversight programs for biosafety and export control. This is an essential position that participates in and provides biosafety leadership to internal committees, such as the Institutional Biosafety Committee, the Animal Care and Use Committee, the Communicable Disease Preparedness Committee, and others as assigned. Responds to questions about the application of export control regulations to specific technology, and provides guidance and assistance to faculty and staff in meeting regulatory requirements. Maintains, as necessary, the university's Federal export registration statement and the university’s Technology Control Plan. Develops and acquires Export Control licenses when requested by researchers, and coordinates with university contract administrators to develop technical assistance agreements and other export control-related documents. Actively participates in external meetings and organizations for professional development, and maintains liaison with professional counterparts in other institutions. Serves as the institutional contact and responds to requests for information from university researchers and sponsors regarding the Institutional Biosafety Committee and Export Control functions, as directed by the Vice President for Research or other applicable Institutional Official. Provides guidance and supervision to other compliance administrative staff as assigned. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
University and department policies and procedures; principles and practices of organization and administration; principles of supervision and training. Read and interpret complex regulatory language regarding research involving biological safety or export control issues. Advanced knowledge of biosafety principles, policies, and best practices for the application of current Federal and State regulations governing biological and biomedical research; working knowledge of biomedical laboratory methods, procedures, techniques, facilities and equipment. Knowledge and experience in the interpretation of various export control and trade sanctions regulations, including the International Traffic In Arms Regulations, Export Administration Regulations, Foreign Assets Control Regulations, and the appropriate application of the Fundamental Research exclusion and exemptions and exceptions available for university activities within those regulations.

Minimum Qualifications:
Education- Bachelor's degree in a related field.
Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
Equivalency- None
Certifications/License- Requires a valid motor vehicle operator's license.
