Purpose of Classification:
Develops, plans, coordinates and manages programs in the area of institutional chemical safety, general research safety, laboratory safety, hazardous materials (hazmat) shipping, radiation safety, laser safety and shop safety programs, to protect the health and safety of the University's employees, students and visitors. Advises the director on strategies and tactics relating to the technical and regulatory direction of the chemical, laboratory, hazmat shipping, radiation safety, laser safety and shop safety programs. Develops and implements general research safety, chemical, laboratory, hazmat shipping, radiation and laser safety policies, procedures and electronic systems to monitor, follow up and ensure compliance with applicable University policies and local, state, and federal regulations. Researches and evaluates university chemical, laboratory, radiation safety, laser safety and hazardous materials shipping issues and conducts related educational training and presentations.
Standard Duties:
Serves as Radiation Safety Officer to oversee all facets of the daily operations of the radiation and laser safety programs, ensuring compliance with the University, state, and federal laws, policies, and regulations. Serves as Chemical Safety Officer to oversee all facets of the daily operations of the chemical, laboratory and shop safety programs, ensuring compliance with the University, state, and federal laws, policies, and regulations. Advises director on technical and regulatory issues and strategic direction of the laboratory, chemical, radiation safety, laser safety, hazardous materials shipping and shop safety programs. Responsible for implementing electronic systems and tools that facilitate compliance inspections, hazard analysis, fostering technology support/ data management to ensure compliance needs are met. Manages programs; works with the director, individual principal investigators, and the chemical and radiation safety staff in the development of controls for hazardous research, new proposals as well as the coordination and administration of existing projects. Oversees the review of research and teaching protocols to ensure proper disclosure of exposure and ensure compliance with University policies and local, state and federal regulations. Oversees the use of chemicals, radioactive materials and x-ray equipment at University facilities through the management of chemical and radioactive materials tracking, radioactive materials licensing and x-ray registration, radiation and chemical laboratory surveys, and radioactive waste management programs. Manages the hazard communication, laboratory safety, radiation safety, laser safety, hazmat shipping training program to ensure that only authorized, qualified individuals work with these hazards; manages the personnel dosimetry and chemical exposure control program to limit personnel exposure to hazardous materials and ensure compliance with University policies and regulatory exposure limits. Oversees the supervision of personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. May propose and create new programs in the areas of chemical, shop, radiation safety, laser safety hazardous materials shipping, electronic data management and compliance. Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program/project. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Develops and delivers comprehensive radiation and laser safety education and training to faculty, staff and students who work with or have potential for exposure to radiation and laser hazards. Informs and educates staff, students and other constituencies regarding radiation and laser safety issues. Develops and maintain databases of information related to chemicals, hazardous materials shipping, radioactive materials, x-ray machines, radiation wastes, and laser holdings around the University; maintains records of University Radiation Safety Committee approvals for usage of radiation. Serves as administrator and member of University Radiation Safety Committee; reviews all protocols and proposals, and activities involving radiation, and approves or recommends modifications to ensure safe practices; provides guidance to researchers and/or performs follow up as appropriate. Represents the department to various institutional departments as well as the University, and externally to governmental agencies and the community; promotes existing and new programs and/or policies. Performs miscellaneous job-related duties as assigned.

Make administrative/procedural decisions and judgments; develop, implement and enforce safety and compliance programs and protocols; perform effective laboratory and shop research safety inspections and ensure compliance with safety and hazard standards; communicate and work effectively within a diverse community and foster cooperative work environment; direct, evaluate, train, and supervise the work of assigned personnel; develop and maintain effective working relationships; recordkeeping systems and procedures;; use independent judgment and initiative; analyze complex problems, interpret operational needs and develop integrated, creative solutions; organize and direct activities; analyze and evaluate information; prepare formal procurement solicitations in compliance with University business policies and NM state procurement code, develop and present educational programs, use word processing, spread sheet, database and other software to process data and prepare professional documents; handle radiation licensing and waste from a diverse university environment, effectively monitor compliance with university, state and federal rules and regulations related to laboratory, chemical , hazmat shipping, radiation safety, radioactive waste management and laser safety; maintain effectiveness and meet numerous legal deadlines in stressful situations, respond effectively to emergency situations, work some evenings and weekends.
Minimum Qualifications:
Education- Bachelor's degree in a related field.
Experience- Five (5) years of professional experience directly related to the standard duties as outlined.

Certifications/License- * RSOs must have adequate training and specific experience with the types and quantities of licensed material to be authorized on the licenses issued to NMSU. * CHOs must have adequate training and experience to understand/evaluate the types and quantities of chemicals stored and used by NMSU. * Must be trained and should be certified Laser Safety Officer. * Must be certified as DOT and IATA shipper within 3 month of employment.
