Purpose of Classification:
Directs the development and implementation of University Environmental Health and Safety, related loss control and regulatory compliance programs. Responsible for leadership, strategic planning and the delivery of environmental health and safety services to the University community Ensures compliance with all EH&S Federal, State, local regulations and University policies. The Department includes programs of chemical safety, laboratory safety, occupational and construction safety, hazardous materials and waste management, environmental air permit, radiation safety, biological safety, all hazards emergency response, disaster planning, industrial hygiene, general campus safety, injury/illness investigation and loss control. Recommends and implements additional programs as laws and compliance requirements change. Primary activities are conducted on the Las Cruces campuses; however, University activities requiring environmental health and safety services occur state-wide.
Standard Duties:
Cease and desists any known operation within the University which presents imminent danger. Works with department administrators to correct imminent hazards. Responds to and assists with resolution of NMSU emergencies. Works with Fire, Police, ICT and UComm on development and implementation of University-wide emergency management plans. Provides leadership and direction in regulatory compliance and safety programs including strategic planning and campus wide collaboration. Assess effect of current and proposed laws, define options, associated costs, risks and responses. Recommends and implements additional programs as laws and compliance requirements change. Develops and implements strategies and initiatives designed to instill safety, health and environmental protection as key University values. Oversees the overall operations of units reporting to this position. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives. Oversees recruitment, training, supervision, and evaluation of unit staff. Monitors technical and operational staff development and training needs. Prepares and administers annual operating budgets for the organization and performs periodic cost and productivity analyses. Develops performance benchmarks for the organization and health and safety programs. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement. Advises the University community on appropriate policies, procedures and issues of environmental health and safety, focusing on prevention. Oversees federal, state, and local required safety training programs and other training targeted to reduce employee injuries and lost work time. Recommends, participates in the development of, and implements related University policies and procedures. Advises University planning and policy committees on environmental health and safety issues; ongoing member of six committees including Institutional Biosafety, University Radiation Safety, University Safety, Transportation Council, Emergency Notification, and Communicable Disease Preparedness Committee Chair. Serves on other designated committees and advisory boards to maintain open communications with faculty, staff and other constituent groups. Keeps abreast of pending regulatory developments through reference sources. Represents the organization and the University to various institutional constituencies, as well as externally to corporations, funding agencies, government agencies, and other colleges and universities, as appropriate. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Legislative and regulatory processes and experience in enforcement and compliance auditing processes of regulatory agencies; federal, state and local environmental health and safety regulations, protocols, and/or procedures applicable to a major academic and research institution; current developments/trends in environmental, health & safety; equal opportunity and affirmative action programs; customer service standards and procedures; organizational structure, workflow, and operating procedures; cost analysis techniques; financial/business analysis techniques; institutional self-insurance concepts and practices.

Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position.
   Equivalency- None
   Certifications/License- Requires a valid motor vehicle operator's license.
